The purpose of this multisite case study was to understand and explain how a school district can be cost-efficient and sustain high student academic achievement. Based on a 2011 study, three school districts were selected because they had high ratios of student academic achievement to per pupil expenditures. The school districts differed in size, geographic location, student body demographics, and district organizational structure. Using a postpositivist perspective and a transformational leadership theoretical framework, 15 in-depth interviews with district leaders and school principals were conducted along with evaluation of district archives and South Carolina school report card data. A flexible, qualitative design was used to allow modifications in the research plan, but the overall structure followed the general scientific method. Cross-case analysis found districts which are cost-effective and provide high student academic achievement (a) cultivate camaraderie among administrators and faculty, (b) provide individualized attention to students, (c) complete comprehensive data analysis, (d) advance a strong relationship with community members, and (e) focus on priorities.

On a steamy August day in 1993, the Pee Dee Education Center held its monthly meeting in the long, narrow board room on the second floor of the building located on Dargan Street in downtown Florence. On that day, eighteen of the nineteen member superintendents voted to sue the state of South Carolina. As they took this action, the superintendents were not aware they were becoming a part of a state-by-state national movement, a movement that would challenge state governments to provide a higher level of education for each state's poorest students. The South Carolinians only knew they were struggling to offer students in their districts the kind of education the students needed to break out of the cycle of poverty in which most of them were trapped. This book is the story of how the Pee Dee superintendents brought the suit against the state, risking their reputations and livelihoods to stand up for poor children in their districts. It's also the story of a state's unwillingness to address the educational needs of its children. Part I of the book traces the development of school finance suits in the country with special emphasis on New Jersey, Kentucky, and Ohio. Part II describes the South Carolina trial, including testimonies of the eight plaintiff superintendents and other key witnesses. Part III includes the court decision in the South Carolina case, a comparison of that decision with those in New Jersey, Kentucky, and Ohio and a more detailed comparison of the South Carolina case with its neighbor, North Carolina.

The Data Quality Campaign is a national, collaborative effort to encourage and support state policymakers to improve the collection, availability and use of high-quality education data and to implement state longitudinal data systems to improve student achievement. The campaign aims to provide tools and resources that will assist state development of quality longitudinal data systems, while also providing a national forum for reducing duplication of effort and promoting greater coordination and consensus among the organizations focusing on improving data quality, access and use. To help states learn from one another, DQC staff visited state education agencies which are engaged in different stages of development of their longitudinal data systems. In 2006, staff visited Florida, Utah, Virginia and Wisconsin; 2007 meetings were held with Massachusetts and South Carolina. The DQC will continue to highlight specific state efforts to develop and use longitudinal data systems, and will conduct additional case studies in 2008. The South Carolina Department of Education (SDE) oversees 85 school districts, encompassing over 1,100 schools, in which more than 700,000 students were enrolled in the 2006-07 school year. As of the 2007 Data Quality Campaign (DQC) annual survey of state longitudinal data systems, South Carolina has implemented six out of ten essential elements. The only elements the state has not implemented include the ability to track untested students and the reasons they were not tested, student-level college-readiness test data, the ability to match student-level data between K-12 and postsecondary, and a data audit system. In 2005, the SDE received a three-year grant from the Institute of Education Sciences (IES) of the United Stated Department of Education (USDE) to develop a statewide student longitudinal data system (SC LDS). The goals of the grant include integrating the data that currently reside in separate systems in the state department, expanding the data to be collected, providing uniform standards and definitions for the data collection and most importantly, providing timely data to educators and policymakers to inform decisions and improve instruction for public school students in South Carolina.

In many states, including South Carolina, school choice is being discussed as perhaps the best way to both improve student achievement and spend education dollars more efficiently. The evidence from the 12 school choice programs currently running around the country is that the increased competition among public and private schools leads to more successful students and better public schools. Moreover, evidence is mounting that public schools are not harmed financially by offering students the opportunity to choose their school, either public or private. Few people would argue that the state does not have a compelling public interest in spending generously to achieve the goal of fully educating children. Many people, however, reasonably argue that the compelling public interest to finance education is qualitatively different than subsidizing a government owned and operated school system. Funding the education of the public is not the same thing as simply and only financing public schools. Yet, when the debate about school financing takes place, this question is often ignored. Many times, perceptions and rhetoric are presented as truth, and facts are either conveniently overlooked or shaped to fit one side of the argument. Right now, South Carolina is in the midst of the debate about school choice and the most effective use of education dollars. To increase clarity, this study accurately evaluates the categories of state funding for public schools, establishes the average total state cost per student, analyzes variable education costs versus fixed costs, and determines the precise portion of per-student funding the state provides based on the type of student and district.
