Throughout history, much has been written on why wars and crises occur and why human beings kill each other or are often so ready to do so. While some blame human nature, state structures or the anarchic order within the international system, others hold prejudices and the "othering" or dehumanizing of those different from us as being responsible. The region in which we live has particularly suffered a great deal from these violent processes. Nationalist ideologies, most of which were defined in opposition to one another, alienated "others," abstracted them from their humanity, and made them subject to various kinds of tyranny. Turks, Bulgarians, Greeks and many others had their share in this process of mutual alienation. This title was first published in 2003. This work provides a clearer understanding of the EU's approach towards security in the Mediterranean. After examining the EU's interests and the potential threats to security in the region, it analyzes EU security policy towards the region as a whole, through the Euro-Mediterranean Partnership, and towards all disputes and conflicts in the area. It recommends opening up the European Security and Defence Policy to Mediterranean participation, in order to establish a deep and equitable security partnership between both shores. The book argues that this way the EU could implement its innovative comprehensive and co-operative approach to security. Rather than focusing on the military aspect alone, this approach takes into account all dimensions of security (political, socio-economic, cultural and ecological) and is based on partnership rather than confrontation. It therefore contrasts quite sharply with the policies advocated in the US National Security Strategy.

The revolts sweeping across North Africa and the Middle East in 2011 have shaken long-held truths about the region. Most strikingly, the sustainability of these regimes has proved a chimera. The events in the region and the many truths they uncovered call for a serious rethink in Western policies towards the region. The aim of this paper is to explore what such a rethink might entail for the European Union. Reviewing the European Neighbourhood Policy by revamping the benefits on offer, reconsidering the effective use of conditionality, establishing adequate monitoring mechanisms and engaging with a plethora of partners both within and beyond the region is imperative. Such a review is contingent on the recognition of a reversed hierarchy of priorities, induced by the force of historical events unfolding in the region. To reverse policy priorities is no small feat, considering the entrenched logic that has sustained Euro-Med policies so far. Nonetheless, various dynamics press for a new way of thinking. The proposals contained in this study constitute concrete steps to rethink the EU's Mediterranean policies in line with the fundamental rights and principles which the Union seeks to advance in its external action.

Europe has undergone quite profound changes since the end of the Cold War. Having been a highly militarised, conflict-ridden and war-ridden region, the core of Europe today constitutes a security community where armed conflicts among the constituent states has become inconceivable. This comprehensive book offers a theoretically founded and thoroughly documented analysis of European security, with a special emphasis on the role played by the United Nations and the various regional and sub-regional organisations, especially the North Atlantic Treaty Organisation, the Organisation for Security and Cooperation in Europe, the Council of Europe and the European Union. When it comes to explaining peace in Europe opinions differ widely. Some argue that it was only because the West refused to give in to Soviet threats that the latter eventually gave up; or that the 'long peace' in Europe was due to the combination of a bipolar alliance structure, pitting the North Atlantic Treaty Organisation (NATO) against the Warsaw Pact, with the presence of nuclear weapons on both sides. Others point instead to the extraordinarily dense network of international institutions and organisations in Europe, offering a wide panoply of fora in which to handle disputes peacefully; or to the web of interdependence in economic and other affairs, tying together all states in Europe in relations which militate strongly against war. Still others believe that the external peace between the states in Europe is simply a reflection of a convergence of cultures, democracies with marked economies that are open towards the world market. When Dutch and subsequently French voters rejected the Draft Treaty for a Constitution for Europe in Spring 2005, many voices called for a pause for reflection. This book is, in part, a result of that moment of reflection. We wanted to contribute to the debate about Europe but crucially, we sought to do so by taking a step back from the problem formation and agenda-setting of Brussels.
