The paper structures the air-land battle, looks at some possible problems in the Air Ground Operations System, proposes a scheme of target prioritization, and suggests a reorientation of our target planning approach. Subjects addressed include airstrike control, the Corps Direct Air Support Center, target selection, limited breakthroughs, and the requisite conditions for battlefield success. The conclusion stresses the value of reexamining our target selection process, and recommends that the Army institutionalize a tactical air support staff element, manned by Army officers, at various headquarters involved in combat development and training. The USAF Strategic Master Plan posited five strategic vectors to help prioritize investments, drive institutional change, and operationalize key concepts. These included providing effective twenty-first-century deterrence; maintaining a robust and flexible global intelligence, surveillance, and reconnaissance (ISR) capability; ensuring a full-spectrum capable, high-end focused force; pursuing a multidomain approach to the Air Force's five core missions; and continuing to pursue game-changing technologies. AETC was tasked with preparing for the future, yet much of what we deliver under the banner of force development is lodged in a learning paradigm that has not altered substantially since the creation of our service.The Human Capital Annex states: World class application of airpower requires a highly specialized and competent workforce developed through deliberate training, education, and leadership experiences. The development of a technically competent Airman can take years and, as such, the Air Force must take steps to leverage and retain that investment. It is imperative that we develop a holistic strategy for attracting, recruiting, developing, and retaining the right Total Force Airmen that meet the needs of the Air Force in a cost effective way. . . . The need for Airmen who possess the right occupational skills and institutional competencies forms the core requirement of force development. Where occupational competencies are required to build technical depth, the Air Force's institutional competencies are key to ensuring the ability of Airmen to operate successfully in a constantly changing environment at the tactical, operational, and strategic levels.The Air Force is not alone in facing the challenges and opportunities of the contemporary context. The relative roles of U.S. ground and air power have shifted since the end of the Cold War. At the level of major operations and campaigns, the Air Force has proved capable of and committed to performing deep strike operations, which the Army long had believed the Air Force could not reliably accomplish. If air power can largely supplant Army systems in deep operations, the implications for both joint doctrine and service capabilities would be significant. To assess the shift of these roles, the author of this report analyzed post-Cold War conflicts in Iraq (1991), Bosnia (1995), Kosovo (1999), Afghanistan (2001), and Iraq (2003). Because joint doctrine frequently reflects a consensus view rather than a truly integrated joint perspective, the author recommends that joint doctrine-and the processes by which it is derived and promulgated-be overhauled. The author also recommends reform for the services beyond major operations and campaigns to ensure that the United States attains its strategic objectives. This executive summary contains an abbreviated discussion of four of the cases examined: Iraq (1991), Kosovo (1999), Afghanistan (2001), and Iraq (2003). It also incorporates modest changes from the larger monograph, based on suggestions made to the author since its publication.
