Agriculture is one of the most climate-sensitive of all economic sectors. In many countries, such as the four examined in Looking Beyond the Horizon, the risks of climate change are an immediate and fundamental problem because the majority of the rural population depends either directly or indirectly on agriculture for its livelihood. The risks of climate change to agriculture cannot be eff ectively dealt with--and the opportunities cannot be eff ectively exploited--without a clear plan for aligning agricultural policies with climate change, developing the capabilities of key agricultural institutions, and investing in infrastructure, support services, and on-farm improvements. Developing such a plan ideally involves a combination of high-quality quantitative analysis; consultation with key stakeholders, particularly farmers and local agricultural experts; and investments in both human and physical capital. The diverse experiences of Albania, the former Yugoslav Republic of Macedonia, Moldova, and Uzbekistan, highlighted in this book, show that it is possible to develop a plan to meet these objectives--one that is comprehensive and empirically driven as well as consultative and quick to develop. The approach of this volume is predicated on strong country ownership and participation, and is defi ned by its emphasis on "win-win" or "no regrets" solutions to the multiple challenges posed by climate change for the farmers of Eastern Europe and Central Asia. The solutions are measures that increase resilience to future climate change, boost current productivity despite the greater climate variability already occurring, and limit greenhouse gas emissions--also known as "climate-smart agriculture." Looking Beyond the Horizon draws on the experiences of applying this approach to these four nations in Eastern Europe and Central Asia with the goal of helping each country mainstream climate change adaptation into its agricultural policies, programs, and investments. The book also highlights the projected impacts of climate change on agriculture in these countries through forecast variations in temperature and rainfall patterns, which are crucial to farming, and off ers a map for navigating the risks and realizing the opportunities. The content of this guide is twofold: to describe the most important weather and agroclimatic products that are available by the National Meteorological Service (NMS) and to identify the most important needs of farmers concerning climate information. Special consideration will be given to the local knowledge used by rural farmers, too often neglected, but a key factor to their ability to cope with climate variability and change. An additional objective of this guide is to improve communication among the NMS staff, in particular, meteorologists and agrometeorologists and to encourage Agro-Pastoral Field School (APFS) trainers and facilitators to be more aware of their respective availability. Furthermore, one of the most important aims is the exchange of agroclimatic information that corresponds to the needs of all concerned, thus facilitating the assessment of the existing climatic risks in farming activities. The integration of the Response Farming in Rainfed Agriculture (RF) approach into Farmer Field School (FFS) is feasibly an effective way to reconcile NMS products with the needs of farmers. RF is a method used for identifying and quantifying rainfall variability at a local level to assess the climatic risks of farming communities. The Climate-Responsive Farming Management (CRFM) approach is an enhanced version of RF that uses modern and digital technologies, such as specific computer software, automatic weather stations, real-time telecommunication and smartphone applications. The supply and management of fresh water for the world’s billions of inhabitants is likely to be one of the most daunting challenges of the coming century. For countries that share river basins with others, questions of how best to use and protect precious water resources always become entangled in complex political, legal, environmental, and economic considerations. This book focuses on the issues that face all international river basins by examining in detail the Nile Basin and the ten countries that lay claim to its waters. John Waterbury applies collective action theory and international relations theory to the challenges of the ten Nile nations. Confronting issues ranging from food security and famine prevention to political stability, these countries have yet to arrive at a comprehensive understanding of how to manage the Nile’s resources. Waterbury proposes a series of steps leading to the formulation of environmentally sound policies and regulations by individual states, the establishment of accords among groups of states, and the critical participation of third-party sources of funding like the World Bank.
