Environmental restoration and protection is now a "priority" output, similar to flood control and navigation, in the Corps of Engineers (COE) budgeting process for the Civil Works water resources development program. However, in contrast to more traditional proj ect outputs, many of the outputs of environmental restoration projects cannot be measured in monetary terms. Without the option of quantifying environmental outputs in monetary terms, other criteria must be considered for evaluating and justifYing environmental restoration projects in the COE's planning and budgeting processes. One objective of this report is to encourage Corps planners to rethink their approach to the issue of the "significance" of environmental resources with respect to environmental project planning within the Corps Civil Works Program. Another objective is to summarize the results of a previous study that reviewed and evaluated programs that are currently establishing environmental resource priorities and the methods by which those priorities are being derived. The previous work was conducted as a first step in developing more detailed significance protocols to assist Corps planners in the identification and description of the significance of environmental resources. The Corps of Engineers is accustomed to planning water resources projects which provide outputs that can be valued in terms of dollars. Flood damage reduction and navigation projects are justified by an economic analysis that compares both project benefits (e.g., flood damage reduction, recreation) and construction and operation costs in monetary terms. Alternative project plans are evaluated based on a discrete decision criterion: the maximization of net national economic benefits. Currently, the Corps Civil Works budget guidance also identifies the restoration and protection of environmental resources, including fish and wildlife habitat, as a priority project purpose. In contrast to traditional project outputs, many of the outputs of environmental restoration projects cannot be measured in monetary terms because of inherent analytical problems in measuring environmental outputs and assigning accurate monetary values to environmental resources.

This report provides a brief discussion of the sources for determining resource significance. It also provides summary statistics of 95 programs developed for purposes of ranking projects based on certain levels of significance. Among these are Federal, Regional, State, Nonprofit and Historical programs. The report presents summaries of selected existing programs that can assist in the identification and description of the significance of environmental resources. Included are discussions of models for prioritizing National and Regional environmental resource priorities as well as models which use established sets of scientific or TECHNICAL criteria, INSTITUTIONAL criteria, PUBLIC support or opinion and models which promote interagency cooperation to establish environmental resource priorities. The U.S. Army Corps of Engineers has long been one of the federal government's key agencies in planning the uses of the nation's waterways and water resources. Though responsible for a range of water-related programs, the Corps's two traditional programs have been flood damage reduction and navigation enhancement. The water resource needs of the nation, however, have for decades been shifting away from engineered control of watersheds toward restoration of ecosystem services and natural hydrologic variability. In response to these shifting needs, legislation was enacted in 1990 which initiated the Corps's involvement in ecological restoration, which is now on par with the Corps's traditional flood damage reduction and navigation roles. This book provides an analysis of the Corps's efforts in ecological restoration, and provides broader recommendations on how the corps might streamline their planning process. It also assesses the impacts of federal legislation on the Corps planning and projects, and provides recommendations on how relevant federal policies might be altered in order to improve Corps planning. Another important shift affecting the Corps has been federal cost-sharing arrangements (enacted in 1986), mandating greater financial participation in Corps water projects by local co-sponsors. The book describes how this has affected the Corps-sponsor relationship, and comments upon how each group must adjust to new planning and political realities.
