The Russian oil industry has long been one of the most prominent and valuable oil sectors in the world. Under the Soviet Union, the oil industry was subject to tight state control. Prices and production targets were determined by political leaders in Moscow, not market signals. The 1995 industry privatization after the collapse of the Soviet Union resulted in many industry assets being auction at extremely discounted prices to a few connected businessmen. Some of the new oil company owners quickly invited Western companies to partner in Russian plays. The differences in Western business culture, oilfield operations, and profit-seeking behavior created tremendous resentment among the rank-in-file Soviet-era oilmen. They, along with conservatives, believed their skepticism of Western involvement was vindicated by a devastating Russian recession in the late 1990s. This economic crisis paved the way for Vladimir Putin’s election in 2000. A former intelligence officer with a desire to reassert Russian influence on the global stage, Putin quickly sought to recapture state control of the oil sector. By the end of his first term in 2004, Putin had orchestrated the fall of the most prominent oligarch, Mikhail Khodorkovsky, and his oil company Yukos, funneling its most valuable assets into a new state oil champion, Rosneft. The path of the Russian oil industry from fully state-owned enterprises to private companies and back to falling under heavy state influence underscores the importance of oil as a resource to the Russian state and, most importantly, how the long history of strong, autocratic governance in Russia affected its relationship with foreigners, served as the impetus for renationalization in the 2000s, and continues to influence the Kremlin’s view that Russia’s energy industry is, first and foremost, a tool of the state.

This is a pioneering study about the relationship between fresh water, peace, and security in Asia from the Middle East to Siberia but with a special focus on South and Southeast Asia. Asia is home to many of the world's great rivers and lakes, but its huge population and booming economies make it the most water-scarce continent on a per capita basis. Over extensive irrigation, pollution, and global warming add to the demographic and economic pressures on Asia's fresh water supplies. The location of the sources for much of South and Southeast Asia's fresh water is in the Chinese controlled Tibetan Plateau, and China's increasing exploitation of these water sources have created growing geopolitical tensions that could boil over into conflict. India is reliant on fresh water from Tibet, which gives the Chinese uncomfortable leverage over India and further exacerbates their unsettled border disputes. Vietnam, Bangladesh, Pakistan, and other countries of the region also find themselves in similarly vulnerable positions where water is scarce and the sources are increasingly being exploited and polluted upstream by the continent's most powerful country. Through analyses of public artworks that have taken the form of blockades and barricades since the 1990s, this book theorises artists’ responses to global inequities as cultural manifestations of counter-revanchism in diverse urban centres. This book is the first to analyse artworks as forms of counter-revanchism in the context of the rise of the global city. How do artists channel the global spatial conflicts of the 21st century through their behaviours, actions, and constructions in and on the actually existing conditions of the street? What does it mean for artists—the very symbol of freedom of personal expression—to shut down space? To refuse entry? To block others’ passage? The late critical geographer Neil Smith’s influential writing on the revanchist city is used as a theoretical frame for understanding how contemporary artists engender the public sphere through their work in public urban spaces. Each chapter is a case study that analyses artworks that have taken the form of walls and barricades in China, USA, UK, Ukraine, and Mexico. In doing so, the author draws upon diverse fields including art history, geography, philosophy, political science, theatre studies, and urban studies to situate the art in a broader context of the humanities with the aim of modelling interdisciplinary research grounded in an ethics of solidarity with global social justice work. Collectively these case studies reveal how artists’ local responses to urban revanchism since the end of the Cold War are productive reorientations of social relations and harbingers of worlds to come. By using plain language and avoiding excessive academic jargon, the book is accessible to a wide variety of readers.
