Integer Prograw~ing is one of the most fascinating and difficult areas in the field of Mathematical Optimization. Due to this fact notable research contributions to Integer Programming have been made in very different branches of mathematics and its applications. I initiated this compilation of literature in 1970 at the Institut fur ~konometrie und Operations Research, University of Bonn. Since then many collaborators have contributed to and worked on it. Among them Dipl.-Math. Claus Kastning has done the bulk of the work. With great perseverance and diligence he has gathered all the material and checked it with the original sources. The main aim was to incorporate rare and not easily accessible sources like Russian journals, preprints or unpublished papers. Without the invaluable and dedicated engagement of Claus Kastning the bibliography would never have reached this final version. For this reason he must be considered its responsible editor. As with any other collection this literature list has a subjective viewpoint and may be in some sense incomplete. We have however tried to be as complete as possible. The bibliography contains 4704 different publications by 6767 authors which were classified by 11839 descriptor entries.

The 9th Belgian-French-German Conference on Optimization has been held in Namur (Belgium) on September 7-11, 1998. This volume is a collection of papers presented at this Conference. Originally, this Conference was a French-German Conference but this year, in accordance with the organizers' wishes, a third country, Belgium, has joined the founding members of the Conference. Hence the name: Belgian French-German Conference on Optimization. Since the very beginning, the purpose of these Conferences has been to bring together researchers working in the area of Optimization and partic ularly to encourage young researchers to present their work. Most of the participants come from the organizing countries. However the general ten dancy is to invite outside researchers to attend the meeting. So this year, among the 101 participants at this Conference, twenty researchers came from other countries. The general theme of the Conference is everything that concerns the area of Optimization without specification of particular topics. So theoretical as pects of Optimization, in addition to applications and algorithms of Opti mization, will be developed. However, and this point was very important for the organizers, the Conference must retain its convivial character. No more than two parallel sessions are organized. On Tuesday 25 July 2000 Air France Flight AFR 4590, a Concorde registered F-BTSC, took off from Paris Charles de Gaulle, to undertake a charter flight to New York with nine crew members and one hundred passengers on board. During takeoff from runway 26 right at Roissy Charles de Gaulle Airport, a tyre was damaged. A major fire broke out. The aircraft was unable to gain height or speed and crashed onto a hotel, killing all 109 people on board and 4 on the ground. The crash would become the end of the Concorde era.
