In Resisting Protectionism, Helen Milner analyzes the growth of international economic interdependence and its effects on trade policy in the United States and France. She argues that the limited protectionist response of the 1970s stems from the growth of firms' international economic ties, which reduces their interest in protection by increasing its cost. Thus firms with greater international connections will be less protectionist than more domestically oriented firms. The book develops this thesis by examining the international ties of export dependence, multinationality, and global intra-firm trade. After studying selected U.S. industries, Milner also examines French firms to see if they respond to increased interdependence in the same way as American firms, despite their different historical, ideological, and political contexts.

They assume that many of their constituents believe that free trade is not fair trade and that other countries aren’t playing by the rules. McGee takes the position that the only proper trade policy is one of total, immediate, and unilateral free trade, since such a policy is the only one that is consistent with individual rights. He also explodes the myth that trade deficits are bad and advocates the repeal of the antidumping laws, incorporating rights theory as well as utilitarian arguments. This book is unique in that it (1) does not limit itself to utilitarian arguments, (2) explains why trade deficits are irrelevant, and (3) calls for immediate repeal of the antidumping laws. Part I discusses the philosophy of protectionism and reviews nearly two dozen arguments that projectionists have used to restrict trade. A whole chapter is devoted to exploding the myth that trade deficits are bad. Part II elaborates on the monetary and nonmonetary costs of protectionism. Part III addresses the philosophy and practice of antidumping policy in the United States, and shows why the policy is irrational, destructive and anti-consumer, and concludes that repeal rather than reform is called for. Part IV discusses other issues, such as the policy options for Europe, the effect of competition on prices and efficiency, the stages of economic development and their connection to trade policy, and the irrationality of the United States trade policy toward Eastern Europe.

Conventional wisdom holds that free trade is economically beneficial to nations. But this does not prevent industries and interest groups from lobbying their governments for protection, which creates a fear of electoral backlash among politicians hoping to promote free trade. The Limits of Protectionism demonstrates how governments can attain those economic benefits while avoiding the political costs. Michael Lusztig's theoretical model focuses on a process by which protectionists can be pushed to restructure and compete in a global economy. This paper presents a broad overview of trade protection in industrial countries from the 1970s to the present. The emphasis of such measures has shifted from the protection of agriculture and basic manufacturing industries, where many industrial countries had lost (or never had) comparative advantage in the 1970s and 1980s, toward the protection and promotion of high-technology sectors in recent years. The new forms of protection--particularly subsidies and antidumping rules--have not necessarily contravened GATT rules, arid the Uruguay Round fell short of reigning in such interventions. While these more recent trade interventions might in principle have an economic justification under certain conditions, theoretical, empirical, and practical considerations call for great skepticism about the desirability and efficacy of such policies. The next challenge for world trade negotiators is to contain the pressures for intervention in these areas.
