In recent years, however, race and racism have become important topics of debate in the country’s public sphere and academia. Villarreal brings two seemingly contradictory faces of fear into focus--its ability to both isolate and concentrate people and resources, deepening inequality. While all residents of one of Mexico's largest metropolises confronted new threats, the most privileged leveraged vastly unequal resources to spatially concentrate and defend one municipality more fiercely than the rest. Within this defended city, business, nightlife, and public space thrived at the expense of the greater metropolis. After decades of stagnation, the size of Latin America's middle class recently expanded to the point where, for the first time ever, the number of people in poverty is equal to the size of the middle class. This volume investigates the nature, determinants and possible consequences of this remarkable process of social transformation. We propose an original definition of the middle class, tailor-made for Latin America, centered on the concept of economic security and thus a low probability of falling into poverty. Given our definition of the middle class, there are four, not three, classes in Latin America. Sandwiched between the poor and the middle class there lies a large group of people who appear to make ends meet well enough, but do not enjoy the economic security that would be required for membership of the middle class. We call this group the 'vulnerable'. In an almost mechanical sense, these transformations in Latin America reflect both economic growth and declining inequality in over the period. We adopt a measure of mobility that decomposes the 'gainers' and 'losers' in society by social class of each household. The continent has experienced a large amount of churning over the last 15 years, at least 43% of all Latin Americans changed social classes between the mid 1990s and the end of the 2000s. Despite the upward mobility trend, intergenerational mobility, a better proxy for inequality of opportunity, remains stagnant. Educational achievement and attainment remain to be strongly dependent upon parental education levels. Despite the recent growth in pro-poor programs, the middle class has benefited disproportionally from social security transfers and are increasingly opting out from government services. Central to the region's prospects of continued progress will be its ability to harness the new middle class into a new, more inclusive social contract, where the better-off pay their fair share of taxes, and demand improved public services.

Based on extensive, original sociological and anthropological data generated by PERLA, this landmark study analyzes ethnoracial classification, inequality, and discrimination, as well as public opinion about Afro-descended and indigenous social movements and policies that foster greater social inclusiveness, all set within an ethnoracial history of each country. A once-in-a-generation examination of contemporary ethnicity, this book promises to contribute in significant ways to policymaking and public opinion in Latin America. Edward Telles, PERLA's principal investigator, explains that profound historical and political forces, including multiculturalism, have helped to shape the formation of ethnic identities and the nature of social relations within and across nations. One of Pigmentocracies's many important conclusions is that unequal social and economic status is at least as much a function of skin color as of ethnoracial identification. Investigators also found high rates of discrimination by color and ethnicity widely reported by both targets and witnesses. Still, substantial support across countries was found for multicultural-affirmative policies--a notable result given that in much of modern Latin America race and ethnicity have been downplayed or ignored as key factors despite their importance for earlier nation-building.

The researchers who have written this volume are clear not only that mass poverty is still the leading humanitarian crisis in developing countries, but that, if effective policies are to be put in place, the national elites who control governments and economies need to be convinced of both the reasons why reducing poverty is in their own and the national interest, and that public action can make a difference. Remarkably, in the rapidly growing literature on poverty, this volume is the first to use survey techniques to explore Third World elites' attitudes to poverty. Five cases - intended to be broadly representative of the diversity of situations in developing countries - were chosen: Brazil, South Africa, the Philippines, Bangladesh and Haiti. While the authors found major differences in how national elites understand and represent poverty, the classic threats that induced elites in late 19th Century Europe to be concerned with reducing poverty - the fear of crime, epidemics, military weakness or political unrest - do not feature prominently in the consciousness of most Third World elites. Nor do most of them believe that there is a viable solution to poverty through public action. The findings in this book throw light on one reason for the relative ineffectiveness of poverty reduction strategies hitherto, and the huge importance of presenting the problem of poverty in ways that fit more closely with the ways in which national elites understand their world.
