Across the Middle East, population growth and the rising consumption of water represent two key variables that are closely intertwined. When added to the projected impact of climate change on the region, they threaten to undermine established methods that attempt to ensure a manageable level of domestic and regional water security. Developing nations lacking water security are forced to contend with the looming complications this shortage could yield, which consequently obstruct attempts to achieve long-term, sustainable development. It is therefore imperative that policy and decision-makers be mindful of ongoing environmental, societal and technological developments that hold the potential to either better assist, or alternatively, hinder their efforts in managing limited water supplies. The conference, titled ‘Climate Change and the Future of Water’, co-organized by the ECSSR and the University of Maine, was held in Abu Dhabi from October 14–15, 2014. It brought together a group of distinguished experts and scientific researchers drawn from academia and government to provide valuable insights into developments in climate change and water security. In view of the clear importance of this issue to the Arab Gulf region, the ECSSR is pleased to present the resultant papers compiled in this volume. These professional and academic perspectives regarding regional implications of climate change and water scarcity offer innovative approaches to combatting some of the problems tied to climate change and water security.

In the three decades since the U.S. Environmental Protection Agency (EPA) was created, the agency's scientific and technical practices and credibility have been independently assessed many times in reports from the National Research Council (NRC), EPA Science Advisory Board, General Accounting Office, and many other organizations; in congressional oversight and judicial proceedings; and in countless criticisms and lawsuits from stakeholders with interests in particular EPA regulatory decisions. As a previous independent panel put it in the 1992 report Safeguarding the Future: Credible Science, Credible Decisions, EPA's policy and regulatory work receives a great deal of public attention, but the agency's scientific performance typically receives a similar degree of attention only when the scientific basis for a decision is questioned. Thus, strong scientific performance is important not only to enable EPA to make informed and effective decisions, but also to gain credibility and public support for the environmental protection efforts of EPA and the nation. This report is the fourth and final one in a series prepared by two independent expert committees convened by the NRC in response to a request from Congress and to subsequent, related requests from EPA. The Committee on Research Opportunities and Priorities for EPA-the companion committee in this study-was charged to provide an overview of significant emerging environmental issues, identify and prioritize research themes most relevant to understanding and resolving those issues, and consider the role of EPA's research program in the context of research being conducted or supported by other organizations. That committee published an interim report in 1996 and a final report, Building a Foundation for Sound Environmental Decisions, in 1997. The Committee on Research and Peer Review in EPA was charged to evaluate research management and scientific peer-review practices in the agency. The committee published an interim report in 1995 and this final report.

Making Space studies the built environment by examining the private-sector forces responsible for its development and the urban planning systems put in place to influence, guide and manipulate its outcomes. The first part provides a theoretical context for understanding the functions of the property development sector and the state's interventions through the medium of urban planning. It analyses the relationship between planning and development, and focuses on the increasingly widespread adoption of more pro-active entrepreneurial planning agendas as a response to a growing disenchantment with traditional regulatory approaches. The second part comprises case studies (drawn from Australia, New Zealand, the USA, the United Kingdom and Ireland) which investigate the ways in which urban planning in different socio-political contexts has influenced the outcomes of the property development process as well as the manner in which such planning systems have changed in order to enhance their influence.
