1. 1 Purpose of the Study When the Agreement for the Foundation of the European Economic Community (EC Treaty) was extended and changed by the Single European Act (SEA), ratified by all the Member States of the European Community (EC) in July 1987, research and techno logical development were placed for the first time on an equal footing with other politi cal competences of the EC. In the newly added Articles 130 f - q of the EC Treaty the aims and policy measures are clearly formulated, thus giving the EC a real competence to act. The main aim of European research and technological development policy (RID policy) is (according to Article 130f of the SEA) to strengthen the scientific and technical basis of European industry and the development of its international competitiveness, to support transnational cooperation between industry and science, and to integrate the area of research and technological development into the general concept for the realisation of the internal market of the European Community. The main instruments of European RID policy are the "Community Framework Pro grammes", running for several years, in which the aims, priorities and fmancial dimen sions are defmed for a period of four to five years.

I was asked recently to prepare an independent background report on the subject of priority assessment in science and technology policy for the Australian Science and Technology Council. The Council (while not necessarily endorsing this book) suggested that a wider audience could be interested in the type of material contained in my report and kindly gave me permission to publish the material in my own right. The present book contains this and other material, some of which was presented at a seminar on National Science Policy: Implications for Government Departments arranged by the Department of Science and the Environment. Technological Infrastructure Policy provides a systematic treatment of technological infrastructure (TI) and Technological Infrastructure Policy (TIP) which are emerging fields of interest both for academic economists and for policy makers in both advanced and developing economies. The specific topics covered include: the role of TI in economic growth and development; the nature and definition of TI; TI-components; the relationships between TI and markets; salient features of TIP. Technological Infrastructure Policy reflects the distinction made between basic and advanced TI. Basic TI involves the collective absorption of foreign technology for subsequent diffusion to domestic firms. Several chapters explicitly deal with this process with an emphasis on the supply of advisory services to small and medium enterprises. Advanced TI involves precompetitive, cooperation research and development in cutting edge technologies undertaken by consortia of firms. Several examples of advanced TIP are given.
