The evaluation of reproductive, maternal, newborn, and child health (RMNCH) by the Disease Control Priorities, Third Edition (DCP3) focuses on maternal conditions, childhood illness, and malnutrition. Specifically, the chapters address acute illness and undernutrition in children, principally under age 5. It also covers maternal mortality, morbidity, stillbirth, and influences to pregnancy and pre-pregnancy. Volume 3 focuses on developments since the publication of DCP2 and will also include the transition to older childhood, in particular, the overlap and commonality with the child development volume. The DCP3 evaluation of these conditions produced three key findings: 1. There is significant difficulty in measuring the burden of key conditions such as unintended pregnancy, unsafe abortion, nonsexually transmitted infections, infertility, and violence against women. 2. Investments in the continuum of care can have significant returns for improved and equitable access, health, poverty, and health systems. 3. There is a large difference in how RMNCH conditions affect different income groups; investments in RMNCH can lessen the disparity in terms of both health and financial risk.

"This volume presents the highlights of current global thinking about sexual and reproductive health. Major changes have taken place in the last 15 years in the way decision-makers think about the subject and the manner in which programmes deliver comprehensive sexual and reproductive health services. The turning point was the International Conference on Population and Development (ICPD) held in Cairo, Egypt, in 1994. ICPD was a watershed for several reasons. First, more than in any of the preceding United Nations population conferences, the issue of population was clearly placed as being central to sustainable development. Second, the narrow focus on population growth ("the population bomb") which had been a neo-Malthusian concern and preoccupation ever since the Club of Rome published its 1972 report Limits to Growth, was replaced by the comprehensive concept of (sexual and) reproductive health. Third, and linked to the definition and introduction of the reproductive health concept, was the strong call for a paradigm shift away from a policy environment driven by demographic considerations (sometimes to the point of using coercion in family planning services in order to reach demographic targets) to an environment that recognized the right of individuals to make their own choices. The pressing need to break the silence on non-consensual sex among young people – an issue shrouded by denial, underreporting and stigma – is self-evident. Despite the growing body of research regarding young people’s sexual behaviours, the study of coercive sexual experiences has generally been overlooked by both researchers and national programmes. Available evidence has been scattered and unrepresentative and despite this evidence, non-consensual sex among young people is perceived to be a rare occurrence. It presents a disturbing picture of non-consensual sex among girls as well as boys, and among married as well as unmarried young women in a variety of settings. This volume documents, moreover, the expanse of non-consensual experiences that young people face – from unwanted touch to forced penetrative sex and gang rape.
