Book Description
The issue of apportionment is one of the most important problems facing citizens of most of the states in America. It underlies many other problems of state government. Growing judicial concern with apportionment is evidence of a failure of the political process in many states. A political solution to the problem requires better understanding and more accurate information about apportionment, which may be found in The Politics of Reapportionment.Understanding the politics of apportionment may be broken down into four parts: What are the political factors that have caused the various states to follow differing courses in apportionment? What are the political consequences of these differences in apportionment? When a legislature is grappling with any reapportionment problem, what roles are played by the various political groups involved? What are the consequences of transferring this controversy out of the legislative arena?Jewell notes that a study of legislative apportionment is essential to an understanding of any representative system of government. In the U.S. the patterns of apportionment have vitally affected the nature of our state and national political institutions, and our political history has been marked by a number of colorful struggles over this issue. For these reasons, American political scientists have devoted more attention to apportionment than to many other problems of government.

Book Description
Mid-twentieth-century Florida was a state in flux. Changes exemplified by rapidly burgeoning cities and suburbs, the growth of the Kennedy Space Center during the space race, and the impending construction of Walt Disney World overwhelmed the outdated 1885 constitution. A small group of rural legislators known as the "Pork Chop Gang" controlled the state and thwarted several attempts to modernize the constitution. Through court-imposed redistribution of legislators and the hard work of state leaders, however, the executive branch was reorganized and the constitution was modernized. In Making Modern Florida, Mary Adkins goes behind the scenes to examine the history and impact of the 1966-68 revision of the Florida state constitution. With storytelling flair, Adkins uses interviews and detailed analysis of speeches and transcripts to vividly capture the moves, gambits, and backroom moments necessary to create and introduce a new state constitution. This carefully researched account brings to light the constitutional debates and political processes in the growth to maturity of what is now the nation’s third largest state.

Book Description
Winner of the 2006 V.O. Key Award presented by the Southern Political Science Association This authoritative study of contemporary state legislatures in the South provides a fascinating account of how African Americans have achieved noticeable political power since the Voting Rights Act was passed in 1965. A history of racial discrimination and one-party Democratic dominance is being supplanted by African American empowerment in a competitive two-party system. Contributors examine the evolution of the Black Caucus, the growing number of African American lawmakers, and the rise of black legislators to important leadership positions in the legislatures of each of the southern states. Roll call data on key votes from several legislative sessions in Arkansas, Florida, Georgia, Mississippi, and Texas are analyzed.
