That the same shall be submitted to the Chief Justice for his approval, and if approyed by him, that the Clerli be directed by the Chief Justice to have the same 'printed; copies of which the Clerk shall send to the Judges of the Cir cuit and District Courts of the United States, and to the Clerks of the same.
