The International Monetary Fund’s (IMF’s) Statistics Department (STA) and Fiscal Affairs Department (FAD) provided technical assistance (TA) on government finance statistics (GFS) and public sector debt statistics (PSDS) to the Ministry of Finance (MOF) of the Arab Republic of Egypt during July 4–17, 2023. This technical assistance (TA) report on government finance statistics (GFS) covers the remote TA to the Ministry of Finance (MOF) during September 21–October 2 and December 14–18, 2020 and March 9–13 and April 19–23, 2021 (which was extended to May 2021). These peripatetic activities were conducted remotely due to the travel restrictions resulting from the COVID-19 situation. This report documents the main achievements from these activities. These activities were part of the GFS and Public Sector Debt Statistics (PSDS) project funded by the Government of Japan (JSA3) and implemented by the IMF Statistics Department (STA) and the IMF Capacity Development Office in Thailand (CDOT).

In response to a request from the European Department, a Public-Sector Debt Statistics (PSDS) technical assistance (TA) mission was conducted in Chisinau during April 2–6, 2018. With the objective of improving Moldovan public sector debt statistics, the mission conducted an evaluation of data comprehensiveness in terms of: (i) institutional coverage; (ii) instrument coverage, including maturity structures; (iii) valuation of debt liabilities; and; (iv) additional fiscal risks resulting from contingent liabilities (on-lending and guarantees). Like the recent article IV mission1 and Public Finance Management (PFM) assessment,2 the mission found that Moldova continues to improve their recording, compilation and dissemination of public sector debt statistics reflecting potential fiscal risks, but faces five main statistical challenges going forward.

This Technical Assistance Report assesses the current government finance statistics compilation environment in Bosnia and Herzegovina (BiH), particularly the classification of institutional units and debt data compilation based on the Government Finance Statistics Manual and European System of National and Regional Accounts frameworks. It was found that a full list of public sector units in BiH does not currently exist. The Central Bank of Bosnia and Herzegovina (CBBH) is in a good starting position to compile the public sector debt data. The results of its work on financial balance sheets should enable the CBBH to produce general government debt data in a relatively short term.

This Technical Assistance Report discusses the recommendations made by the IMF mission to assist the statistical authorities of Bosnia and Herzegovina (BiH) with setting up a register of public sector units and further enhancing the debt data based on the framework of the Government Finance Statistics Manual 2014 and European System of National and Regional Accounts. It is recommended that the three statistical institutes (BiH Agency for Statistics, Institute of Statistics, and the Institute of Statistics of the Federation of BiH) should draw up a provisional list of government controlled entities before the sectorization project starts in October 2015. The list should comprise all entities where government exercises some influence.
