Book Description
The World Health Organization (WHO) held its second global technical consultation on public health and social measures (PHSM) during health emergencies from 21 to 23 November 2023 to accelerate the use of PHSM as essential countermeasures for epidemic and pandemic preparedness and prevention. The meeting brought together 87 experts from various sectors in more than 30 countries, representing Member States and academia, as well as civil society and international organizations. During the consultation, experts identified critical initial actions to be taken by decision-makers, researchers and communities to facilitate a timely, equitable and context-specific PHSM response to outbreaks of infectious diseases with epidemic and pandemic potential. The resulting compendium encompasses critical initial actions on PHSM for viruses carried by the Aedes mosquito, zoonotic spillover, and novel respiratory viruses with pandemic potential. Experts noted the urgency to advance the more systematic integration of PHSM into existing emergency preparedness and response frameworks. The strategic positioning of PHSM as critical countermeasures alongside vaccines, therapeutics and other medical countermeasures will increase the recognition of their complementary roles in the fight against epidemics and pandemics. The conclusions of the consultation underscore the need for maintaining political and strategic focus on PHSM to maximize their full potential in saving lives and protecting the livelihoods of affected communities during future health emergencies.

Book Description
The WHO Benchmarks for International Health Regulations (2005) (IHR) Capacities was first published in 2019 and serves as a capacity-building tool and reference document to guide development/updating of country health security plans, including the national action plan for health security (NAPHS). It is now updated to a second edition which incorporates lessons learned from recent health emergencies, as well as alignment with updated IHRMEF tools, the HEPR framework, the WHO Director-General’s ten proposals to build a safer world together, and to build back better through multi-hazard and whole-of-society approaches to support better preparedness for future emergencies. Over 250 relevant technical leads contributed to this edition, by providing inputs from WHO regional offices, countries, partners and participation in global consultation meetings. The second edition is titled “WHO Benchmarks for Strengthening Health Emergency Capacities: Support for the Implementation of International Health Regulations (IHR) and Health Emergency Prevention, Preparedness, Response and Resilience (HEPR) Capacities”. WHO benchmarks are further digitalized for easy and quick use, along with a reference library, which is currently being updated. The audience for this document includes WHO Member States, health ministries and other relevant ministries, healthstakeholders, partners, nongovernmental organizations and academia to support building capacities at the country level.

Book Description
This open access handbook describes foundational issues, methodological approaches and examples on how to analyse and model data using Computational Social Science (CSS) for policy support. Up to now, CSS studies have mostly developed on a small, proof-of concept, scale that prevented from unleashing its potential to provide systematic impact to the policy cycle, as well as from improving the understanding of societal problems to the definition, assessment, evaluation, and monitoring of policies. The aim of this handbook is to fill this gap by exploring ways to analyse and model data for policy support, and to advocate the adoption of CSS solutions for policy by raising awareness of existing implementations of CSS in policy-relevant fields. To this end, the book explores applications of computational methods and approaches like big data, machine learning, statistical learning, sentiment analysis, text mining, systems modelling, and network analysis to different problems in the social sciences. The book is structured into three Parts: the first chapters on foundational issues open with an exposition and description of key policymaking areas where CSS can provide insights and information. In detail, the chapters cover public policy, governance, data justice and other ethical issues. Part two consists of chapters on methodological aspects dealing with issues such as the modelling of complexity, natural language processing, validity and lack of data, and innovation in official statistics. Finally, Part three describes the application of computational methods, challenges and opportunities in various social science areas, including economics, sociology, demography, migration, climate change, epidemiology, geography, and disaster management. The target audience of the book spans from the scientific community engaged in CSS research to policymakers interested in evidence-informed policy interventions, but also includes private companies holding data that can be used to study social sciences and are interested in achieving a policy impact.

Book Description
Over the last 6 years the Global Outbreak Alert and Response Network (GOARN) training programme has expanded and evolved to meet the changing outbreak response learning and training needs, with many lessons learned along the way. With a new GOARN Strategy being released in late 2022, there was a need for the GOARN Capacity Building and Training Partners to come together in August 2022 to explore the priority global public health emergency workforce development needs and how the GOARN Capacity Building and Training Programme can be best used to support the workforce development efforts. The meeting report presents the discussions and agreements made by the 29 participating GOARN Partner Institutions which will be used to the inform the Capacity Building and Training elements of the new GOARN strategy and subsequent implementation plan for the coming years for the GOARN capacity building and training programme to help build the required workforce for public health emergencies.

Book Description
The World Health Organization's Global Technical Strategy for Malaria 2016- 2030 has been developed with the aim to help countries to reduce the human suffering caused by the world's deadliest mosquito-borne disease. Adopted by the World Health Assembly in May 2015 it provides comprehensive technical guidance to countries and development partners for the next 15 years emphasizing the importance of scaling up malaria responses and moving towards elimination. It also highlights the urgent need to increase investments across all interventions - including preventive measures diagnostic testing treatment and disease surveillance- as well as in harnessing innovation and expanding research. By adopting this strategy WHO Member States have endorsed the bold vision of a world free of malaria and set the ambitious new target of reducing the global malaria burden by 90% by 2030. They also agreed to strengthen health systems address emerging multi-drug and insecticide resistance and intensify national cross-border and regional efforts to scale up malaria responses to protect everyone at risk.

Book Description
The seventy-eighth meeting of the WHO Expert Committee on Biological Standardization was held from 16 to 19 October 2023 as a hybrid meeting, with Committee members attending in person at WHO headquarters in Geneva and others participants attending virtually. Dr Yukiko Nakatani, Assistant DirectorGeneral, Access to Medicines and Health Products, welcomed all participants and thanked them for devoting their time and expertise to the work of the Committee. Noting that the frequency of Committee meetings had increased to meet increasing demands for new and replacement standards for biological products, including products used during public health emergencies, Dr Nakatani remarked that this 78th meeting of the Committee was taking place in the same year that WHO celebrated its 75th anniversary. Dr Nakatani also highlighted the 57th meeting of the Expert Committee on Specifications for Pharmaceutical Preparations, which had met in the previous week, and the 77th consultation on International Nonproprietary Names, which was taking place at the same time as the current meeting.
