The Working Group on Fisheries for Small Pelagic Fish (WGSP) reviewed the state of knowledge on the main fisheries harvesting small pelagic fish in the Southwest Indian Ocean (SWIO) region, identified the species to be analysed in greater detail by the Working Group and carried out a Productivity-Susceptibility Analysis (PSA) of ten Small Pelagic fish stocks from the region. A total of 38 species of small pelagic fish were identified for future work of the Working Group. Of the ten (10) stocks analysed using the Productivity-Susceptibility Analysis, eight (8) were scored as being at low risk, while two (2) scored as medium risk. The WGSP will continue working by correspondence during the intersessional period, until the second meeting, to be held during the first semestre of 2021.

The Eleventh Session of the Southwest Indian Ocean Fisheries Commission (SWIOFC) was held virtually from 4 to 6 August 2021. The Commission considered the report of the Scientific Committee and endorsed its recommendations, including the proposal on the creation of a Working Group on Fisheries Socioeconomics. The Session noted the work conducted and recommendations of the two meetings held on 2020 by the Working Party on Collaboration and Cooperation in Tuna Fisheries (WPCCTF), the preliminary findings for the baseline report on the Minimum Terms and Conditions (MTC) Guidelines by SWIOFC members and discussed the possible start of a negotiation about the Southwest Indian Ocean Fisheries Framework Agreement (SWIO FFA). La onzième session de la Commission des pêches du sud-ouest de l'océan Indien (CPSOOI) s'est tenue virtuellement du 4 au 6 août 2021. La Commission a examiné le rapport du Comité scientifique et a approuvé ses recommandations, y compris la proposition de création d'un groupe de travail sur la socio-économie des pêches. The Committee reviewed the intersessional activities of its four Sub-committees and those of the regional projects supporting the Commission, as well as the outcome of the Coordinating Meeting of the Sub-committees (CMSC). The SAC reviewed and reformulated managment advice; it furthermore appreciated the gradual imlementation of the 40 mm square mesh codend of bottom trawls. It was also noted that progress was achieved on the measurement, calibration and allocation of fishing effort and adopted the statistical scheme (Task 1 matrix) for the data collection on Operational Units (OUs). The SAC has also encouraged the use of socio-economic indicators in fisheries management, including in recreational fisheries. It was proposed to relaunch the acitivities of the GFCM/ICCAT International Joint Working Group on Large Pelagic Species and the workplan for 2007 was agreed.

Pan-regional constructions in the Indian Ocean are of relatively recent origin, are contested and remain relatively weak at present. Sub-regional constructions, on the other hand, have tended to be more focussed, especially in terms of security, and have generally been more successful. The principal purpose of this volume is to critically evaluate the debates surrounding these issues and to elucidate some of the main strengths and weaknesses of regionalism at both scales. The discussion begins at the pan-regional scale with an evaluation of pan-regional contestation, followed up by a chapter on the main pan-regional grouping – Indian Ocean Region-Association for Regional Cooperation (IOR-ARC) – which was renamed Indian Ocean Rim Association (IORA) in 2013. Thereafter, key examples of sub-regional groupings – South Asia, ASEAN, SADC and GCC – are critically discussed in turn.
