The workshop achieved four objectives: (i) it created awareness and initiated capacity building through a technical seminar on spatial planning for marine capture fisheries and aquaculture: it received feedback from each RECOFI country presentation on recent and relevant spatial planning projects; (ii) it presented the results and analysis of the "RECOFI Spatial Planning Development Programme for Marine Capture Fisheries and Aquaculture Questionnaire Survey"; (iii) it prepared and finalized a "Proposal for a Spatial Planning Development Programme for Marine Capture Fisheries and Aquaculture" in RECOFI member countries based on the survey outcomes, workshop deliberations and brainstorming; and (iv) it identified potential pilot projects on marine capture fisheries and aquaculture, which were later elaborated in detail by international consultants after the workshop and in consultation with workshop participants.

This document has been prepared by the Food and Agriculture Organization of the United Nations (FAO), in accordance with a request from CITES (CoP Decision 17.191 on Precious corals, for consideration at the 30th meeting of the Animals Committee). The report concerns precious (red, pink, white and black) coral species within the hexacoral order Antipatharia, and the octocoral family Coralliidae. According to the requirements of CITES Decision 17.191, the study considers all available data and information on the biology, population status, use and trade in each species, including the identification of gaps in such data and information. It contains information on the management and harvest regulation schemes for these coral species, with the aim of considering the effectiveness of their management and conservation. The report intends to inform the CITES parties of the status of the management and trade of precious corals, in order to provide guidance on the actions needed to enhance the conservation and sustainable use of precious corals.

For countries as diverse as China and Mauritius, Special Economic Zones (SEZs) have been a powerful tool to attract foreign investment, promote export-oriented growth, and generate employment; for many others, the results have been less than encouraging. While the benefits and limitations of zones will no doubt continue to be debated, what is clear is that policymakers are increasingly attracted to them as an instrument of trade, investment, industrial, and spatial policy. Since the mid 1980s, the number of newly-established zones has grown rapidly in almost all regions, with dramatic growth in developing countries. In parallel with this growth and in the evolving context of global trade and investment, zones are also undergoing significant change in both their form and function, with traditional export processing zones (EPZs) increasingly giving way to larger and more flexible SEZ models. This new context will bring significant opportunities for developing countries to take advantage of SEZs, but will also raise new challenges to their successful design and implementation. This volume aims to contribute to a better understanding of the role and practice of SEZs in developing countries, in order to better equip policymakers in making effective decisions in planning and implementing SEZ programs. It covers some of the emerging issues and challenges in SEZs – including upgrading, regional integration, WTO compliance, innovation, the environment, and gender issues – with practical case examples from SEZ programs in developing countries.
