Although much has been said about livestock's role in achieving food security in reality, the subject has been only partially addressed and no current document fully covers the topic. Recognizing that food security is central to international development - and to the mandate of FAO - this report tells story of livestock and food security from three perspectives. It begins by presenting a global overview, examining the role that livestock play in human nutrition, the world food supply access to food particularly for poor families. The report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project "Coping with water scarcity - the role of agriculture", and has been discussed at an Expert Consultation meeting organized in FAO, Rome, during the period 14-16 December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. The symposium In the next decades, agriculture will have to cope with an ever-increasing demand for food and raw basic materials on the one hand, and with the necessity to use resources without further degrading or exhausting the environment on the other hand, and all this within a dynamic framework of social and economic conditions. Intensification, sustainability, optimizing scarce resources, and climate change are among the key issues. Organized thinking about future farming requires forecasting of consequences of alternative ways to farm and to develop agriculture. The complexity of the problems calls for a systematic approach in which many disciplines are integrated. Systems thinking and systems simulation are therefore indispensable tools for such endeavours. About 150 scientists and senior research leaders participated in the symposium 'Systems Approaches for Agricultural Development' (SAAD) at the Asian Institute of Technology (AIT), Bangkok, Thailand, in December 1991. The symposium had the following objectives: - to review the status of systems research and modeling in agriculture, with special reference to evaluating their efficacy and efficiency in achieving research goals, and to their application in developing countries; - to promote international cooperation in modeling, and increase awareness of systems research and simulation. The symposium consisted of plenary sessions with reviews of major areas in systems approaches in agriculture, plus presentations in two concurrent sessions on technical topics of systems research. Subjects of studies were from tropical and temperate countries.
