Excerpt from Report of the State Treasurer of South Carolina, for the Fiscal Year, 1914 Dear Sir: I have the honor to submit through you to the General Assembly a report of the transactions of this Depart ment for the fiscal year ending December 31, 1914. Under authority of Section 833, Vol. I, Code of Laws, 1912, was borrowed to pay current expenses. The loan was made by the Palmetto National Bank of Columbia, on notes dated July 13th, at a rate of three and one-half (sv2%) per cent. Inter est and to mature during January, 1915. It is gratifying to me to be able to report that this money was borrowed from a local bank at a rate one per cent. Lower than the New York market was at that time. In addition to the loan for current expenses the Sinking Fund Commission borrowed under authority of Act No. 30, passed at the Extraordinary Session of 1914, entitled An Act to Make Appropriations to Meet Some of the Expenses of the State Government for the Year 1914, and to Meet the Expenses of the Extraordinary Session of the Legislature, Called in October, 1914, and to Authorize the Commissioners of the Sinking Fund of the State of South Carolina to Borrow the Money to Meet the Same. Excerpt from Annual Report of the Comptroller of the Treasury Department for the Fiscal Year Ended September 30th 1879, to the General Assembly of Maryland The receipts of the Tobacco Warehouses are set forth-ih: Table No. And amounted, during the year, to $101, less by than the previous year. The net earnings amounted to more by than the previous year, but not enough by to pay the salaries of the supervisor and inspectors. These were defrayed, less the net earnings, by the Treasury. The tobacco inspections are a burthen to the State Treasury, not-r withstanding the large amount they bring to the warehouses. As this ought not to be, I must renew the hepe, expressed in my report to the Governor, that this Legislature will. Either revise or repeal the whole system. The receipts from the State Grain Weighing Department, during the year, were and less than the previous year. This department is required to be self-sus taining, and the receipts were disbursed in salaries to the Weigher General and his deputies. As nearly all grain goes to, and is weighed in, the elevators, this seems to be a department as useless as it is unremunerative to the State or' her officers.
