During this biennium Baltimore has been fortunate in having on the School Board an able and devoted group of men and women who have given freely of their time and energy to the consideration Of problems of policy that affect thousands of students and teachers in the public school system. The membership of the Board remained almost unchanged throughout the entire period, and the resulting cumulative experience and understanding of the problems Of a large school system have been most beneficial to the system as a whole. The city has also been fortunate in having an able and devoted staff of teachers, principals, and administrators. The confidence of the public in the administration Of the school building program was evidenced by the support of the voters in authorizing school loans amounting to $20, They approved the first installment of at the election on May 9, 1951 by an affirmative vote of 8 to 1, and the second installment Of at the election on May 5, 1952 by an affirmative vote of 6 to 1.
