Mhny of the policies, therefore, which govern the distribution of grants funds almost in 1951, or approximately of all non-federal medical research are dew termined by well balanced groups with a broad knowledge and understanding of both scientific and pdblic needs. During this biennium Baltimore has been fortunate in having on the School Board an able and devoted group of men and women who have given freely of their time and energy to the consideration Of problems of policy that affect thousands of students and teachers in the public school system. The membership of the Board remained almost unchanged throughout the entire period, and the resulting cumulative experience and understanding of the problems Of a large school system have been most beneficial to the system as a whole. The city has also been fortunate in having an able and devoted staff of teachers, principals, and administrators.
