Economy is embedded in ongoing concrete social networks, and economic processes are increasingly international in character. Three interrelated processes are crucial for setting the frame of analysis for this book: globalisation, development of post-industrial societies, and transformation of European post-socialist countries. Within this framework the main issues are as follows: (1) Economies in transition: reliable patterns, imitation, local adaptation, cultural embeddedness; (2) Multiplicity of markets: commodification of life, new markets in old societies; (3) Economic behavior: households, micro-enterprises, local and global influences; (4) Contemporary polities, i.e. states, the European Union and global corporations. Housing finance markets have been changing dramatically in both emerging and developed economies. On the one hand, housing finance markets are expanding and represent a powerful engine for economic growth in many emerging economies. The sale of public and social housing has been a major aspect of housing policies in recent decades. Privatisation and a general retreat by governments from the housing arena have pushed up sales; this has been particularly evident within Eastern European countries and China but is also taking place in many Western European countries and Australia. Wherever it occurs, such privatisation has lead to new challenges for housing management. Many estates are now a mix of public and private, raising questions about the division of responsibilities between different owners. Legislation to address this is not adequate and public managers are still hampered by the bureaucratic mechanisms within their organisations, while the new owners are not used to their responsibilities for maintenance.
