Au Québec, l'eau trouve une attention particulière depuis la dernière décennie avec la mise en place de la Politique nationale de l'eau mise en oeuvre par le gouvernement du Québec, en 2002. Cette politique s'inscrivant selon les principes de nouvelle gouvernance modifia visage de la gestion de l'eau au Québec en instituant graduellement une gestion intégrée par bassin versant sur le territoire québécois. La recherche s'intéresse aux organismes chargés de cette question qui, malgré les problèmes reliés à la Politique nationale de l'eau, réussissent à instituer une table de concertation menant à une gestion intégrée de l'eau. Le mémoire présente les résultats d'une récente enquête menée auprès des acteurs membres de deux organismes de bassin versant. Au total, 27 entretiens ont été réalisés dans le cadre de cette étude dont l'objectif était de saisir, à l'intérieur d'entretiens semi-dirigés, les particularités institutionnelles de chacun des organismes. Deux types de gouvernance sont apparus ; l'une axée sur la conservation et l'autre sur la réhabilitation.

The African Convention on the conservation of nature and natural resources was adopted in 1968 in Algiers. Considered the most forward looking regional agreement of the time, it influenced significantly the development of environmental law in Africa. Two and a half decades of intense developments in international environmental law made it necessary to revise this treaty, update its provisions and enlarge its scope. This was undertaken under the auspices of the African Union (previously OAU), and the revision was adopted by its Heads of State and Government in July 2003 in Maputo. Mediterranean irrigation is diverse due to, among other factors, the relative importance of water in the economy of each country, varied levels of aridity, heterogeneous levels economic, social and technological levels of development, and differences in political and social organization. However, most of the Mediterranean countries face similar problems to meet their water demands because of the scarcity and variability of renewable resources, growing water requirements from non-agricultural sectors, increasing environmental concerns related to water quality and environmental degradation, a social demand for larger public participation, and important technological changes. The time has come to reconsider the “not one drop lost to the sea” philosophy of yesteryears largely and to 'live within limits'. This book focuses on eight selected countries (Tunisia, Morocco, Spain, France, Italy, Turkey, Israel and Egypt) and provides a comparative perspective that both thoroughly explores their specificities and identifies the common challenges faced by the irrigation sector in these countries. The book has been written at a critical moment, when the continued application of a supply-side water management model is revealing its unsustainable nature in numerous places; when significant technological changes are taking place in the irrigation sector; when new forms of management and governance are widely held as badly needed; and finally, when climate change is compounding many of the difficulties that have characterized irrigation policies and practices in the past decades.
