This volume discusses the relationship between economics, geopolitics and regional institutional growth and development in the Asia-Pacific region. How do states (re)define their relationships amid the current global power transition? How do rival actors influence the rules and formation of new institutions for their own benefit? What role will institutions take as independent actors in influencing and constraining the behavior of states? Institutional development in Asia is characterized by idiosyncratic and diverse motivations (both material and non-material), a variety of policy strategies (strategic and norm-based), and the looming question of China’s future depth of involvement as its economic position becomes more stable and its confidence in foreign affairs grows. The book reflects the broadening definition of Asia by examining multiple perspectives, including Japan, China, South Korea, the United States, Australia, India, Russia, and Taiwan. In addition to state actors, the contributors address several important regional institutions in development such as the ASEAN (+3, +6, and the East Asian Summit), the Asian Infrastructure Investment Bank (AIIB), the Asian Development Bank (ADB), existing security alliances, and other bilateral institutions. Ultimately, this volume describes the unique, slow, and diverse growth of a multitude of regional institutions, the complexities of generating cooperation, membership concerns, and competition between states and with existing institutions in the context of China’s increasing confidence and strength. The shape of economic integration in the global and regional economies - and the extent to which goods, services and factors of production move more or less freely across borders - depends not only upon underlying economic conditions but also upon politics. Whether integration is market-led, as has been the case in Asia, or institution-led as in Europe, there are political elements that affect all forms of regional and international economic integration. While geopolitics influences international economic integration, so too does domestic politics. Economic integration in Asia has been driven by rapid unilateral trade and investment liberalization and, while trade and investment patterns have been determined largely by comparative advantage, political forces have also affected patterns of economic interdependence. The form that regional institutions take, and their effectiveness, also depends on political relations between countries. Intensifying geopolitical rivalries, rising defence spending and the proliferation of the latest military technology across Asia suggest that the region is set for a prolonged period of strategic contestation. None of the three competing visions for the future of Asian order – a US-led ‘Free and Open Indo-Pacific’, a Chinese-centred order, or the ASEAN-inspired ‘Indo-Pacific Outlook’ – is likely to prevail in the short to medium term. In the absence of a new framework, the risk of open conflict is heightened, and along with it the need for effective mechanisms to maintain peace and stability. As Asia’s leaders seek to rebuild their economies and societies in the wake of COVID-19, they would do well to reflect upon the lessons offered by the pandemic and their applicability in the strategic realm. The societies that have navigated the crisis most effectively have been able to do so by putting in place stringent protective measures. Crisis-management and -avoidance mechanisms – and even, in the longer term, wider arms control – can be seen as the strategic equivalent of such measures, and as such they should be pursued with urgency in Asia to reduce the risks of an even greater calamity.
