The regional dimension is key to international fisheries management policy, as demonstrated by the rapid expansion of the family of regional fisheries bodies (RFBs). There are some 50 RFBs worldwide. Most provide only advice to their members, and are hence referred to in this work as regional fisheries advisory bodies (RFABs). Regional fisheries management organizations (RFMOs) have mandates to adopt legally binding conservation and management measures based on the best scientific evidence. Global instruments and normative processes have to be implemented and translated into actions at the country and regional levels, as appropriate. In this regard, regionalization of fisheries and aquaculture governance can provide opportunities not only to address common concerns, create synergies and mainstream the global objectives of relevant UN bodies, but also to broaden outreach on the global fisheries agenda to regional partners that may not be directly concerned with fisheries, as well as to the general public. The present study provides an overview of the activities and developments of RFMOs and RFABs from 2000 to 2017. It is based on a compilation of data and information for 46 RFMOs and RFABs.

This book analyzes empirical data from three specific Regional Fisheries Management Organizations (RFMOs) designed to establish rules for the conservation and management of fish stocks in the ocean, in order to assess their effectiveness in converting science into policy for the recovery and maintenance of fishery populations. These guidelines have been produced to support implementation of the Code of Conduct for Responsible Fisheries with regard to safety at sea in the fisheries sector. Their purpose is to enable relevant authorities to develop and implement strategies aimed at improved safety, health and conditions of service at sea in capture fisheries and aquaculture operations. They apply to all commercial fishing activities, as well as activities at sea within the aquaculture sector. Furthermore, the principles therein, may also be applied to vessels engaged in fisheries research. However, while these guidelines are not directed at sport and recreational activities carried out within the aquatic environment, administrations responsible for such sectors may well take note of the safety and health issues therein. The guidelines contribute to Strategic Objective 5: Increase the resilience of livelihoods to threats and crises.

The Ninth Meeting of the Regional Fishery Body Secretariats’ Network (RSN-9) brought together Secretariats of regional fishery bodies (RFBs) with diverse mandates from all geographic regions, including FAO and non-FAO regional fishery bodies, marine and inland fishery advisory and management bodies and agreements, the United Nations Division for Ocean Affairs and the Law of the Sea (DOALOS), the Convention on Biological Diversity (CBD), the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the United Nations Environment Programme (UNEP) and other invited organizations. RSN-9 took place immediately before and after the Thirty-fifth Session of the Committee on Fisheries (COFI-35), which was held from 5 to 9 September 2022. As was the case with COFI, RSN-9 met in hybrid format, in person and virtually, via videoconference, to facilitate the participation of those who could not assist personally. For the first time, the meeting was convened over three days. The meeting allowed participants to exchange views and discuss global processes of particular relevance to RFBs. In addition, RSN-9 provided the opportunity to discuss the development and strengthening of RSN, which included the adoption of the RSN terms of reference and the subsequent amendment of the RSN rules of procedure, as well as a space for reflection on the outcomes of COFI 35 and their implications for regional fishery bodies. The meeting had a high level of participation, which underlined the role of the Network as a unique forum to foster cooperation, facilitate discussion and share experiences.

Responsible fisheries management is of increasing interest to the scientific community, resource managers, policy makers, stakeholders and the general public. Focusing solely on managing one species of fish stock at a time has become less of a viable option in addressing the problem.
