The international economist Professor George Irvin argues that if the Euro is to survive, it needs to be run in a more sophisticated and flexible manner. Irvin believes that when the governing structures of the Euro were set up in the early 1990s, European governments were unduly influenced by monetarist ideas. In consequence, they set up a 'banker's euro' with excessive emphasis on combating inflation. Other economic goals such as growth and employment were subordinated to this preoccupation with monetary stability. Regaining Europe clearly sets out the mistakes made in setting up the Euro and argues that many of the EU's current political difficulties flow from these errors. It calls for national governments to reclaim European economic policy from the European Central Bank. Irvin believes that Europe's political crisis needs both a political and economic response, with a more politically directed Eurozone leading to both economic and political success for the EU and a reversal of the stalemate created by the French and Dutch referenda.

It had altered the ethnic structure of Europe through population movements and mass murder, transforming pre-war Europe into a completely different continent. In 1945 the European countries were weakened and divided by two super-powers, the USA on the Western side, and the USSR in the East. In the following decades Europe will slowly regain confidence: the experienced defeat of war brought many countries to place their hope in a unified Europe in which civil wars like the previous two would become impossible. The wish to pacify the continent gained in strength and this was the backdrop for the idea of forming a European Community. This paper will demonstrate through chronological phases how the integration process of the EU took place, while focusing on the various driving forces/actors that spurred the community's growth, without forgetting to look at the different concerns that darkened the bright horizon of the Union. From 1945 to 1959: Common strife towards pacifism and beginnings of cooperation With the common aim of ending the frequent and bloody wars that have shattered most european countries and which were at its highest during the Second World War (1939-1945), the European Union seemed like a bright and promising project, even if European leaders were facing heavy challenges: since the Yalta summit in 1945, Europe was divided between the United States and the USSR, both retaining control over the Western and the Eastern part of the continent respectively. This brought about several conditions and changes for the European countries: they were bound to be dominated by the US economically as well as militarily, the loss of their status as a 'Great Power' was very painful especially for Britain and France who also gradually lost most of their colonies. In spite of a certain number of draw-backs, the US tutelage also had its good points. In the year 1947 for instance, the Marshall Plan was set up by the US in order to help Europe recover after the war. This strategy was also meant to encourage cooperation between the recipient nation, and that was very important so as to bond the two bitter enemies, France and Germany, and avoid another outbreak of violence in the future (Warleigh, 2004).

The public debt crisis in Europe has shaken the confidence not just in the Euro, but in the European model. Aging and uneconomical Europeans are being squeezed between innovative Americans and efficient Asians, it is said. With debt and demographics dragging down them down, one hears that European economies will not grow much unless radically new ways are discovered. World Bank research has identified 27 countries that have grown from middle-income to high income since 1987: a few thanks to the discovery and exploitation of massive natural resources (e.g.: oil in Oman and Trinidad and Tobago), several others like Japan, Hong Kong, Singapore, Taiwan, and South Korea, embracing aggressive export-led strategies which involved working and saving a lot, postponing political liberties, and looking out only for themselves. But half of the countries that have grown from middle income to high income Croatia, Cyprus, Czech Republic, Estonia, Greece, Hungary, Latvia, Malta, Poland, Portugal, Slovak Republic, and Slovenia are actually in Europe. This is why the European model was so attractive and unique, and why with some well designed efforts it ought to be made right again.

This book addresses the complex institutional dimensions to restoring floodplains. Despite the recent surge of interest in restoring floodplains among policy and research circles, as well as in the public domain, very few schemes for restoring functional floodplains have been put into practice in Europe to date. The book explores the reasons behind this discrepancy between interest and applications with an original, comparative analysis of the institutional drivers and constraints of floodplain restoration in Europe. It explains why so few projects have been successfully implemented, how recent policy shifts are creating new opportunities for floodplain restoration and what lessons for policy development and project management can be drawn from in-depth analysis of past and present schemes. At a time of rapidly growing interest in restoring floodplains as an important component of efforts to improve flood protection, enhance riparian habitats, strengthen catchment management, raise water quality and pursue integrated rural development, the book critically appraises the relationship between macro-level policy development and enforcement and micro-level project design and implementation. The book begins with two chapters setting out the case for floodplain restoration and assessing the relevant drivers and constraints of EU policy. The next three chapters analyse the policy contexts of floodplain restoration in France, Germany and Britain, addressing the principal drivers and constraints in the fields of water management, flood protection, nature conservation, spatial planning and agriculture.
