Redistributing Farm Program Benefits
Author: Robert D. Reinsel

Book Description
Dissatisfaction with current farm programs stems from a variety of factors, including the high government costs of these programs. Policymakers have many reasons for recommending changes. These programs have resulted in excess production and large storage programs, acreage reduction programs, direct payments, and subsidies to export markets. Many policymakers conclude that current programs are not redistributing income in an appropriate manner or may not be needed to redistribute income. As a result, many methods for cutting government costs and redistributing benefits have been suggested . This bulletin explains three of the most frequently discussed: capping payments, targeting benefits to certain groups, and decoupling program payments from production.

Plowshares and Pork Barrels

ISBN:
Category : Business & Economics

Pages : 412
Book Description
Agricultural subsidies in grains, cotton, milk, sugar, tobacco, honey, wool, and peanuts are analyzed in this examination of U.S. farm policy. Looking at such programs as food stamps, crop insurance, subsidized credit, trade credit, trade subsidies and import restrictions, conservation, agricultural research, and taxation, this historical perspective argues that these subsidies ultimately redistribute wealth to powerful agricultural interests who use their political clout to advance their economic interests at the expense of the general public. This analysis of government farm programs will appeal to professors and students who study agriculture; people affected by government farm policies; public officials, and businesses affected by agricultural policy such as those in food service, retail, and distribution.
