Institutional activities have remarkably transformed East Asia, a region once known for the absence of regionalism and regime-building efforts. Yet the dynamics of this Asian institutionalization have remained an understudied area of research. This book offers one of the first scholarly attempts to clarify what constitutes institutionalization in East Asia and to systematically trace the origins, discern the features, and analyze the prospects of ongoing institutionalization processes in the world’s most dynamic region. Institutionalizing East Asia comprises eight essays, grouped thematically into three sections. Part I considers East and Southeast Asia as focal points of inter-state exchanges and traces the institutionalization of inter-state cooperation first among the Southeast Asian states and then among those of the wider East Asia. This volume considers the possibilities of the term 'transwar' to understand the history of Asia from the 1920s to the 1960s. Recently, scholars have challenged earlier studies that suggested a neat division between the pre- and postwar or colonial/postcolonial periods in the national histories of East Asia, instead assessing change and continuity across the divide of war. Taking this reconsideration further, Transwar Asia explores the complex processes by which prewar and colonial ideologies, practices, and institutions from the 1920s and 1930s were reconfigured during World War II and, crucially, in the two decades that followed, thus shaping the Asian Cold War and the processes of decolonization and nation state-formation. In Strategic Coupling, Henry Wai-chung Yeung examines economic development and state-firm relations in East Asia, focusing in particular on South Korea, Taiwan, and Singapore. As a result of the massive changes of the last twenty-five years, new explanations must be found for the economic success and industrial transformation in the region. State-assisted startups and incubator firms in East Asia have become major players in the manufacture of products with a global reach: Taiwan's Hon Hai Precision has assembled more than 500 million iPhones, for instance, and South Korea’s Samsung provides the iPhone’s semiconductor chips and retina displays.Drawing on extensive interviews with top executives and senior government officials, Yeung argues that since the late 1980s, many East Asian firms have outgrown their home states, and are no longer dependent on state support; as a result the developmental state has lost much of its capacity to steer and direct industrialization. We cannot read the performance of national firms as a direct outcome of state action. Yeung calls for a thorough renovation of the still-dominant view that states are the primary engine of industrial transformation. He stresses action by national firms and traces various global production networks to incorporate both firm-specific activities and the international political economy. He identifies two sets of dynamics in these national-global articulations known as strategic coupling: coevolution in the confluence of state, firm, and global production networks, and the various strategies pursued by East Asian firms to attain competitive positions in the global marketplace.

In recent decades, East Asia has become increasingly interconnected through trade, investment, migration, and popular culture at regional and global levels. At the same time, the region has seen renewed national assertiveness and nationalist impulses. The book interrogates these seemingly contradictory developments as they bear on the transformations of the nation and citizenship in East Asia. Conventionally, studies on East Asia juxtapose these developments, focusing on the much-exercised dichotomy of the national and transnational. In contrast, this book suggests a different orientation. First, it moves beyond the simplistic view that demarcates the transnational as "the West". Second, it does not view the national and transnational as distinct or contradictory spheres of influence and analysis, but rather, focuses on the interactions between the two, with a view on how these interactions work to transform the ideals and practices of the "good nation", "good society", and "good citizen". The chapters cover a broad range of empirical research--education, science, immigration, multicultural policy, human rights, gender and youth orientations, art and food flows, politics of values and regional identity--which highlight the ways in which the nation is reconfigured, and the relationship between the citizen and (national) collective is redefined, in relation to transnational dynamics and frameworks.
