This book places administrative reform in post-socialist countries in a broad context of power and domination. This new perspective clarifies the reasons why reforms went awry in Russia and some other post-Soviet countries, whereas they produced positive outcomes in the Baltic States and most East European countries. The contributors analyse the idea that administrative reform cannot produce sustainable changes in the organization of the state apparatus as long as it does not touch the underpinning model of power and domination. This book analyzes state-owned enterprises (SOEs), which are still significant players in many Asian economies. They provide essential public services, build and operate key infrastructure, and are often reservoirs of public employment. Their characteristics and inherent competitive advantages as publicly owned enterprises allow them to play these critical roles. Their weaknesses in governance and inefficiencies in incentive structures, however, also often lead to poor performance. SOEs must be efficient, transparent, and accountable to level the playing field for private companies, secure the growth of a vibrant private sector, and achieve sustained and inclusive economic growth. This book analyzes the reform of SOEs in Asia, the results of which are mixed. The volume concludes that some key conditions generally need to be met for SOE reforms to be successful: national bureaucracies must have the capacity to implement the reforms, and adverse impacts on international trade and investment must be avoided.

Welfare state reform has been a focus of domestic policy making in many European countries in recent years. Representing almost a third of the EU population and two distinctive models of European welfare states, this book compares development in British and German social policy over the past 25 years. During this time four periods of conservative governments were followed by centre-left administrations in both countries. Moreover, the respective economic and social positions of the two countries have been reversed. Adverse socio-economic developments have contributed to the waning of the erstwhile appeal of Germany as a role model of welfare capitalism. By contrast, the UK is seen by some as being on its way to gaining such a position. These trends provide an analytically intriguing background for a systematic contextualized comparison of reform processes in the two welfare states. Concentrating on three core domains of social policy, the book argues that unemployment support and public pension programmes have been subjected to retrenchment, as well as to restructuring. By contrast, family policies have been extended in both countries. However, patterns of retrenchment and restructuring differ across countries and programmes. In order to explain similarities and variations, the book emphasizes the relevance of three sets of factors: shifts in party policy preferences and power relations, three institutional variables, and contingent factors impinging on policy direction and profiles. Within pension policy, the relevance of different institutional characteristics and the respective balance between private and public forms of retirement suggest that the concept of 'path dependence' is particularly instructive. By contrast, differences in programme structures and their role within national political economies prove to be most relevant for the understanding of changes in unemployment support policy. Less institutionally embedded and expanding, the trajectories of family policies have to be seen in the context of dynamic party policy preferences.

This book argues that the trade-distorting effects of advantages associated with SOEs are more severe from an economic perspective, and the behavior of SOEs after receiving advantages is of more concern, compared to private-owned enterprises (POEs). The premise is that the existence of SOEs per se is not the essential problem; rather, the underlying problems are (i) the disproportionate granting of advantages to SOEs (compared to POEs) and (ii) the behavior of SOEs once they receive advantages. The book offers a systematic analysis focusing on the various advantages granted to SOEs and their subsequent behavior. The slave experience was a defining one in American history, and not surprisingly, has been a significant and powerful trope in African American literature. In Re-Forming the Past, A. Timothy Spaulding examines contemporary revisions of slave narratives that use elements of the fantastic to redefine the historical and literary constructions of American slavery. In their rejection of mimetic representation and traditional historiography, postmodern slave narratives such as Ishmael Reed's Flight to Canada, Octavia Butler's Kindred, Toni Morrison's Beloved, Charles Johnson's Ox Herding Tale and Middle Passage, Jewelle Gomez's The Gilda Stories, and Samuel Delaney's Stars in My Pocket like Grains of Sand set out to counter the usual slave narrative's reliance on realism and objectivity by creating alternative histories based on subjective, fantastic, and non-realistic representations of slavery. As these texts critique traditional conceptions of history, identity, and aesthetic form, they simultaneously re-invest these concepts with a political agency that harkens back to the original project of the 19th-century slave narratives. In their rejection of mimetic representation and traditional historiography, Spaulding contextualizes postmodern slave narrative. By addressing both literary and popular African American texts, Re-Forming the Past expands discussions of both the African American literary tradition and postmodern culture.
