Pavement layer coefficients had been identified as essential parameters to use the 1986/1993 AASHTO Guide for Design of Pavement Structures (AASHTO guide) in Rhode Island. Layer coefficients of granular subbase materials were estimated using the direct method recommended by AASHTO Guide. Resilient moduli were determined using a pneumatic testing system. Coefficients based on resilient moduli ranged from 0.08 to 0.14, and the average was 0.12 for eight subbase samples in Rhode Island. The pneumatic testing system was also used to determine resilient moduli of bound layeres. Based on results of a series of testing, layer coefficients were estimated using moduli at the loading magnitude of 20% of tensile strength and loading frequency of 0.5Hz. Recommended coefficients for wearing course (Class I-1), modified binder, and modified asphalt base were 0.40, 0.42, and 0.43, respectively. If all asphalt bound layers will be analyzed as one layer, the coefficient of 0.41 was recommended for pavement design and analysis in Rhode Island. Field study including FWD testing was performed to verify laboratory test results. Laboratory determined moduli were compared with backcalculated moduli based on FWD deflection data. Generally, FWD moduli are consistently higher than laboratory moduli with a wide range of variability. For the covering abstract of this conference, see IRRD number 863140.

The Kansas Department of Transportation (DOT) uses the 1993 DARWin version of the 1986 AASHTO Guide to design flexible pavements and rehabilitation strategies of flexible pavements. One of the inputs needed for the flexible pavement design procedure is the structural layer coefficient for each pavement layer. The Kansas DOT procedure to assign structural layer coefficients was developed years ago and based on an analysis of flexible pavement performance data and layer properties. It has been recently suggested that the Kansas DOT increase the structural layer coefficients because of changes in material and construction specifications. Different procedures can be used to estimate the structural layer coefficients for flexible pavement design. As part of the study entitled Determination of the Appropriate Use of Pavement Surface History in the KDOT Life-Cycle Cost Analysis Process an evaluation of the procedure that Kansas DOT uses to assign structural layer coefficients to different pavement materials was completed. This report provides the results of that evaluation.

In this study, a rational overlay design method for flexible pavements in Arizona has been developed which includes roughness, fatigue and plastic deformation models. The method is incorporated in a microcomputer program which is also capable of analyzing the economics of other rehabilitation alternatives. During the development of the method, twenty in-service pavement sites were selected from Arizona highways covering various geographical and environmental regions, soil types, pavement conditions and traffic volumes. nondestructive tests (NDT) were performed on these sites using the Falling Weight Deflectometer at three stress levels as well as the Dynaflect. The pavement layers and subgrade moduli were backcalculated from NDT data using both static and dynamic analyses. The moduli of asphaltic layers were further adjusted for temperature. Statistical analysis was performed and the stress sensitivity was found to be small. Cone Penetration tests were further performed to verify the subgrade moduli. Asphalt concrete cores, base and subbase samples and undisturbed subgrade materials. In addition, base and subbase gradation as well as soil classification and Atterberg limits were obtained. The study expanded the data base for material properties in Arizona. This volume is the first in a three volume set. Volume II provides field testing procedure and workstation development and Volume III is a computer user guide.

This paper describes the development of structural layer coefficients for open graded asphalt emulsion surfacing layers which can be used with the AASHO pavement design method, as modified by the U.S. Forest Service, Region 6. A field survey conducted to document the history, performance and material characteristics of in-service pavements is described and this information together with a survey of experienced users is used to determine the most important factors affecting the design thickness for the pavements. Traffic, base type, temperature and drainage design all are important to determine the pavement thickness. Two procedures used for the development of structural layer coefficients are described. The first procedure uses the information from the performance survey and the AASHO pavement design method to determine appropriate layer coefficients for three in-service roads. The second procedure is a fundamental approach based on layered elastic theory and using information from the field survey. This procedure is useful for the analysis of the pavement in the fully cured or partially cured state. Although a conservative approach was used for both procedures, the developed layer coefficients are greater than the values used in the current design procedure. This indicates that modification of the current values is appropriate. A tabled presentation of layer coefficients is proposed which considers only those factors found to be important for the determination of design thicknesses. The importance of good quality control and specifications is stressed and a listing of current specifications is included.
