Excerpt from Railway Enterprise in China: An Account of Its Origin and Development A question of some difficulty has been the romanisation of the names of places. At the present time the recognised system is that of Sir Thomas Wade, and a tendency has lately manifested itself to recast the names of places the spelling of which has been long settled by custom. The soundness of this latter proceeding. However, may be doubted, and on the whole it seems desirable to accept such spellings as have been settled by usage, and in other cases to base the romanisation of Chinese characters on the system already alluded to. The spelling adopted by the Imperial Maritime Customs in their returns seems to be based on this prin ciple accordingly, it has as far as possible been followed. In regard to the maps, it should he remarked that no line is shown the construction of which has not been sanctioned by the Chinese Government, although references will be found in the text to schemes which have been more or less seriously discussed. This course has been pursued in order that the maps may accurately represent the present position; the illustration of the somewhat nebulous schemes of the future may safely be left to future editions. I should add that the drawings upon which the more important maps have been based, have passed through the hands of Mr. A. G. Cox, of the Imperial Railways of North China, to whom my thanks are due for assistance in connection with them. The railways of Manchuria offer an intriguing vantage point for an international history of northeast Asia. Before the completion of the Trans-Siberian railway in 1916, the only rail route from the Imperial Russian capital of St. Petersburg to the Pacific port of Vladivostok transited Manchuria. A spur line from the Manchurian city of Harbin led south to ice-free Port Arthur. Control of these two rail lines gave Imperial Russia military, economic, and political advantages that excited rivalry on the part of Japan and unease on the part of weak and divided China. Meanwhile, the effort to defend and retain that strategic hold against rising Japanese power strained distant Moscow. Control of the Manchurian railways was contested in the Russo-Japanese War of 1904-5; Japan's 1931 invasion and establishment of the puppet state of Manchukuo; the second Sino-Japanese War and World War II in Asia; and, the Chinese civil war that culminated in the Communist victory over the Nationalists. This new study brings together leading experts to show how the modern world began with the coming of the railway. They clearly explain why it had a greater impact than any other technical or industrial innovation before and completely redefined the limits of the civilized world. While the effect of railways on economic development is self-evident, little attention has been paid to their impact on international relations. This is unfortunate, for in the period from 1848 to 1945, railways were an important element in the struggle between the Great Powers. This took many forms. Often, as in East Asia, the competition for railway concessions reflected the clash of rival imperial interests. The success or failure of this competition could determine which of the European Powers was to dominate and exploit the markets of China and Siam. Just as often, railways were linked with military matters. Prussia’s success in the wars of German unification depended on its strategic railways just as much as on the strength of its armies, and the rail links remained a vital aspect of German military thinking before the First World War. So, too, did they for the Russians, whose vast Empire required rail links capable of moving the Tsarist army quickly and competently. Just as importantly, railways could be vital for Imperial defence, as the British discovered on the North-West frontier of India. This book will be of much interest to students of international history, military history and strategic studies.
