The European Union has committed itself to combating racism as a general objective of law and policy. EU legislation requires Member States to introduce laws prohibiting racial discrimination in many aspects of everyday life, including employment, education, healthcare, and housing. Alongside legislation requiring action at national level, the EU institutions have also made periodic commitments to 'mainstream' racial equality: taking anti-racism objectives into account within all areas of EU law and policy. This book analyses the extent to which the objectives of combating racism and promoting ethnic equality have been effectively mainstreamed throughout a wide range of EU policy fields. It begins by considering what combating racism means in the contemporary context of the enlarged EU. Bell explores what mainstreaming ethnic equality objectives entails, and whether the priorities and instruments differ from those adopted in the earlier mainstreaming of gender equality, or those used on other discrimination grounds. Racism Postcolonialism Europe turns the postcolonial critical gaze that had previously been most likely to train itself on regions other than Europe, and sometimes those perceived to be most culturally or geographically distant from Europe, back on Europe itself. The book argues that racism is alive and dangerously well in Europe, and examines this racism through the lens of postcolonial criticism. Postcolonial racism can be a racism of reaction, based on the perceived threat to traditional social and cultural identities; or a racism of (false) respect, based on mainstream liberals' desire to hold at arm's length 'different' cultures they are anxious not to offend. Most of all, postcolonial racism, at least within the contemporary European context, is a racism of surveillance, whereby 'foreigners' become 'aliens', 'protection' disguises 'preference', and 'cultural difference' slides into 'racial stigmatization' --all in the interests of representing the European people, which is a very different entity to the European population as a whole. While there are numerous studies of racism and racial inequality at the macro-level of analysis, there has been little work done on the experience of everyday racism for black people. Philomena Essed′s brilliant work fills this gap. This landmark volume compares contemporary racism in the United States and the Netherlands through in-depth interview data from more than 2,000 experiences of black women. As an interdisciplinary analysis of gendered social constructions of racism, it breaks new ground. Essed problematizes and reinterprets many of the meanings and everyday practices that the majority of society has come to take for granted. She addresses crucial but largely neglected dimensions of racism: How is racism experienced in everyday situations? How do black women recognize covert expressions of racism? Migration-driven diversity means European cities are becoming increasingly superdiverse. Some European neighbourhoods have become places where newcomers arrive from across the world, speaking many different languages, from a range of socio-economic backgrounds and with diverse religious beliefs and practices, while living alongside long-established migrant and white European populations. This book focuses on what this increasing population diversity means for how people and local health and welfare service providers seek to address everyday health concerns – from minor and chronic conditions to acute and urgent problems. Using an innovative mixed-method approach crossing multiple disciplines and drawing together rich qualitative and robust quantitative data, this book offers unique insight into the complex and intricate actions, which often vary over space and time, implemented by both residents and care providers from eight superdiverse localities in four European countries, each with different health and welfare traditions. The book introduces the concept of welfare bricolage, using it as a mechanism to explore the structures and rationales underpinning need and actions, and how resources are connected across welfare regimes and borders and within locales.
