The Committee has concluded that systematic procedures to assess the relative importance of various subdisciplines in structural mechanics have promise as methods for providing guidance in optimizing the allocation of resources for research program formulation. Inasmuch as such procedures are not helpful in anticipating scientific breakthroughs, 25% of the overall research budget should be allocated exclusively, on the discretionary judgment of the Branch staffs members, to fundamental research which has broad promise of application to Naval missions. The matrix method is considered as the most promising planning technique. (Author).
