Animal research will play an essential role in efforts to meet increasing demands for global health care. Yet the animal research community faces the challenge of overcoming negative impressions that industry and academia engage in international collaborations in order to conduct work in parts of the world where animal welfare standards are less stringent. Thus, the importance of ensuring the international harmonization of the principles and standards of animal care and use cannot be overstated. A number of national and international groups are actively working toward this goal. The Institute for Laboratory Animal Research (ILAR), a program unit of the US National Research Council, is committed to promoting both the welfare of animals used in research and the quality of the resulting science. In 2008, to follow up on the 2003 event, ILAR convened a workshop which brought together 200 participants from 17 countries. Their mission was to identify and promote better understanding of important challenges in the conduct of animal research across country boundaries. These challenges include: the sourcing of animals; the quality of veterinary care; competent staff; the provision of a suitable environment (including nutritious food and potable water) for animals; and ongoing oversight of the animal program; among others. Animal Research in a Global Environment summarizes the proceedings of the 2008 workshop. The impact of this 2008 workshop has extended beyond the oral presentations conveyed in these proceedings. It has been a vital bridge for diverse colleagues and organizations around the world to advance initiatives designed to fill gaps in standards, professional qualifications, and coordination of animal use.

Animal welfare is attracting increasing interest worldwide, but particularly from those in developed countries, who now have the knowledge and resources to be able to improve the welfare of farm animals. The increased attention given to farm animal welfare in the West derives largely from the fact that the relentless pursuit of ?nancial reward and ef?ciency has led to the development of intensive animal production systems that disturb the conscience of many consumers. In developing countries, human survival is still a daily uncertainty, so that provision for animal welfare has to be balanced against human welfare. Welfare is usually provided for only if it supports the output of the animal, be it food, work, clothing, sport or companionship. In reality there are resources for all if they are properly husbanded in both developing and developed countries. The inequitable division of the world’s riches creates physical and psychological poverty for humans and animals alike in many sectors of the world. Livestock are the world’s biggest land user (FAO, 2002) and the population is increasing rapidly to meet the need of an expanding human population. Populations of farm animals managed by humans are therefore incre- ing worldwide, and in some regions there is a tendency to allocate fewer resources, such as labour, to each animal with potentially adverse consequences on the a- mals’ welfare.

Aquaculture is one of the fastest growing industries globally; its production volume currently represents over 40% of all fisheries and within a few years will surpass that of traditional fisheries. New species and methodologies contribute to the fact that new emerging diseases are increasingly being discovered within this field, and aquatic animal welfare issues are only just beginning to be considered. This OIE Global Conference on Aquatic Animal Health was an opportunity for the OIE and its Member Countries to help build a framework for improved involvement and cooperation between the authorities (Veterinary and Fish Health, Fisheries and Environment), the scientific community and the private sector on aquatic animal health and welfare; help clarify the roles and responsibilities of all stakeholders in the process of early disease detection, rapid response and reporting; help increase aquatic animal health emergency response capabilities; exchange information on emerging diseases and animal welfare issues; help develop a science-based approach to the management of aquatic animal health and welfare; and present the valuable experience gained in the past few years. Following the presentations and discussions, recommendations were developed to better define roles and responsibilities and to assist in the evaluation and improvement of the current standards and guidelines for better control of infectious aquatic animal health, and the preparedness of countries for aquatic animal disease emergencies.
