Morality was a dominant theme in the 1990s, but concerns about morality seem omnipresent in the first years of the third millennium. The year 2002 witnessed the greatest corporate scandals ever seen in the United States, with immense impact financially and in human terms. Sex scandals were pervasive among Catholic priests in the United States, disrupting the lives of thousands of abused children. In Scandinavia, moral debates and scandals are of a smaller magnitude, and more often related to questions about the handling of money by politicians.This volume takes an overarching look at the impact of such moral questions in the Nordic countries. Its approach is multi-disciplinarian, embracing philosophy, history, sociology, and political science. Based mainly upon a survey of representative samples in Denmark, Finland, Norway, and Sweden, this unique study combines interview questions on crime and justice with moral questions concerning equality, confidence, tolerance, and also personal, social, religious, political, and national values. Bondeson first discusses the Nordic countries from a historical perspective and in statistical terms. She then presents interview data on the general sense of justice in Nordic countries, in particular exploring how much social and legal equality the Scandinavians have achieved in their welfare states. This book speaks to those interested in topics related to punitiveness and public attitudes to crime and punishment. Punitiveness has been the focus of increasing criminological attention in recent decades. This book extends this focus by taking a multi-disciplinary approach to examining punitiveness in the criminal justice system, the welfare system, and the education system in British society today. In doing so, this study uses new survey data (n=5,781) applying ordinal and linear regression and structural equation modelling to examine the relationship between public punitiveness towards ‘rulebreakers’ and political values. This is explored through assessing punitive attitudes towards the treatment of i) school pupils who break school rules, ii) towards the treatment of benefit recipients who fail to comply with the rules, and iii) towards people who break the law. It examines the relationship between political attitudes (neo-conservative values, neo-liberal values), nostalgic values (social, economic, and political), and public punitive attitudes towards the three rule-breaking groups. This book’s appeal may extend to an interdisciplinary audience including welfare, education, and social policy disciplines.

During the past two decades criminological discussion in Western industrial societies has been increasingly focused on the concept of punitiveness, a concept that is frequently linked to the staggering rise in inmate numbers in the United States from the first half of the 1970 onward, making it the country with the highest prison rate per 100,000 inhabitants in the Western world. Lee sees the development in the United States in connexion with the growing discussion of "fear of crime" during the late 1960s. "Since the late 1960s the fear of crime has progressively become a profoundly engaging field of study for criminologists and other social researchers" (2001, p. 467; see also Hale 1996). The findings of inquiries and opinion polls, which confirmed the presence of such fears among the population, moved the topic to the forefront and it did not take long until it was "discovered" by politicians. This development went hand in hand with increased media reporting on crime related matters, usually concerning spectacular cases, and thus creating in the population a distorted image of the actual extent and nature of crime (see Beckett and Sasson 2004). Some politicians were quick to use this erroneous perception for their own purposes by creating so-called "politics of fear" (see, for instance, for Japan Miyazawa 2008)
