"The Federal Transit Administration's(FTA) Capital Investment Grantprogram funds, among other things,projects for fixed-guideway systems-often called New Starts projects. In2005, the Safe, Accountable, Flexible,Efficient Transportation Equity Act-ALegacy for Users (SAFETEA-LU)established a category of lower-costprojects-Small Starts-whichexpands project eligibility and offersstreamlined requirements. FTAsubsequently created the Very SmallStarts category with a furtherstreamlined process for very low-costprojects. Exempt projects, thosereceiving under $25 million andtypically designated by Congress, alsohave a simplified process.As part of GAO's annual mandate toreview New Starts, this reportdescribes (1) the history of SmallStarts and Very Small Starts and thetype of projects FTA recommended forfunding; (2) the project developmentrequirements for Small Starts and VerySmall Starts and what stakeholdersidentify as the advantages anddisadvantages of the requirements;and (3) the project developmentrequirements for exempt projects, theprojects selected to receive funding,and what stakeholders identify as theadvantages and disadvantages of thiscategory. Among other things, GAOanalyzed laws, regulations, andagency guidance, and interviewed FTAheadquarters staff and stakeholdersfrom 7 FTA regional offices, 15projects, and 2 industry groups.
