It seems reasonable that such a third party can most easily attempt to approach the several and conflicting viewpoints and can best endeavor to pick out the essential elements of the problems in the most nearly unbiased manner because free from the pursuit of petty details and the irritating distractions of daily administration. With the foregoing ideas in mind, the author has carefully studied the wealth of discussion that has come to him and he has very gradually formulated this presentation. It is admittedly incomplete and possibly defective, but it is hoped that continued open-minded study and discussion may enable the reader to bridge gaps and eliminate fallacies.
