From World War II to the war in Iraq, periods of international conflict seem like unique moments in U.S. political history—but when it comes to public opinion, they are not. To make this groundbreaking revelation, In Time of War explodes conventional wisdom about American reactions to World War II, as well as the more recent conflicts in Korea, Vietnam, the Gulf, Afghanistan, and Iraq. Adam Berinsky argues that public response to these crises has been shaped less by their defining characteristics—such as what they cost in lives and resources—than by the same political interests and group affiliations that influence our ideas about domestic issues. With the help of World War II–era survey data that had gone virtually untouched for the past sixty years, Berinsky begins by disproving the myth of “the good war” that Americans all fell in line to support after the Japanese bombed Pearl Harbor. The attack, he reveals, did not significantly alter public opinion but merely punctuated interventionist sentiment that had already risen in response to the ways that political leaders at home had framed the fighting abroad. Weaving his findings into the first general theory of the factors that shape American wartime opinion, Berinsky also sheds new light on our reactions to other crises. The quest for world peace has excited and eluded political leaders, philosophers, religious elders, activists, and artists for millennia. With war on the rise once again, we rarely reflect on what world peace might look like; much less on how it might be achieved. World Peace aims to change all that and show that world peace is possible. Because the motives, rationales, and impulses that give rise to war - the quest for survival, enrichment, solidarity, and glory - are now better satisfied through peaceful means, war is an increasingly anachronistic practice, more likely to impoverish and harm us humans than satisfy and protect us. This book shows that we already have many of the institutions and practices needed to make peace possible and sets out an agenda for building world peace. Civil Paths to Peace contains the analyses and findings of the Commonwealth Commission on Respect and Understanding, established in response to the 2005 request of Commonwealth Head of Government for the Commonwealth Secretary-General to 'explore initiatives to promote mutual understanding and respect among all faiths and communities in the Commonwealth.' This report focuses particularly on the issues of terrorism, extremism, conflict and violence, which are much in ascendancy and afflict Commonwealth countries as well as the rest of the world. It argues that cultivating respect and understanding is both important in itself and consequential in reducing violence and terrorism. It further argues that cultivated violence is generated through fomenting disrespect and fostering confrontational misunderstandings. The report looks at the mechanisms through which violence is cultivated through advocacy and recruitment, and the pre-existing inequalities, deprivations and humiliations on which those advocacies draw. These diagnoses also clear the way for methods of countering disaffection and violence. In recent years serious concerns emerged over the state of European democracy. Many democracy indices are reporting a year-on-year drift towards less liberal politics in the countries of the European Union. Polls regularly suggest that the voters are coming to question democratic norms more seriously than for many decades. Here, Richard Youngs assesses these risks as many analysts, journalists and politicians stressed the danger of Europe descending into an era of conflict, driven by xenophobic nationalism and nativist authoritarians slowly dismantling liberal democratic rights. In 2020, the Covid-19 pandemic has intensified these fears. There is another side of the democratic equation, however. Youngs argues that governments, EU institutions, political parties, citizens and civil society organisations have gradually begun to push back in defence of democracy. With each chapter, Youngs shows how many governmental, political and social actors have developed responses to Europe's democratic malaise at multiple levels. Europe's democracy problems have been grave and far-reaching. Yet, a spirit of democratic resistance has slowly taken shape. This book argues that the pro-democratic fightback may be belated, but it is real and has assumed significant traction with various types of democratic reform underway, including citizen initiatives, political-party changes, digital activism and EU-level responses.
