For more than a century, the teaching authority of the Catholic Church has attempted to walk along with the modern world, criticizing what is bad and praising what is good. Counsels of Imperfection described the current state of that fairly bumpy journey. The book is divided into 11 chapters. First comes an introduction to ever-changing modernity and the unchanging Christian understanding of human nature and society. Then come two chapters on economics, including a careful delineation of the Catholic response, past and present, to socialism and capitalism. The goal is not only to explain what the Church really says, but also how it got to its current position and who it is arguing with. In the spirit of a doctrine that is always in development, Counsels of Imperfection points out both strong-points and imperfections in the teaching. The book should be of interest to specialists in Catholic Social Teaching, but its main audience is curious newcomers, especially people who do not want to be told that there are simple Catholic answers to the complicated problems of the modern world.

Sectarian violence is one of the defining characteristics of the modern Ulster experience. Riots between Catholic and Protestant crowds occurred with depressing frequency throughout the nineteenth century, particularly within the constricted spaces of the province's burgeoning industrial capital, Belfast. From the Armagh Troubles in 1784 to the Belfast Riots of 1886, ritual confrontations led to regular outbreaks of sectarian conflict. This, in turn, helped keep Catholic/Protestant antagonism at the heart of political and cultural discussion in the north of Ireland. Rituals and Riots has at its core a subject frequently ignored—the rioters themselves. Rather than focusing on political and religious leaders in a top-down model, Sean Farrell demonstrates how lower-class attitudes gave rise to violent clashes and dictated the responses of the elite. Farrell also penetrates the stereotypical images of the Irish Catholic as untrustworthy rebel and the Ulster Protestant as foreign oppressor in his discussion of the style and structure of nineteenth-century sectarian riots. Farrell analyzes the critical relationship between Catholic/ Protestant violence and the formation of modern Ulster's fractured, denominationally based political culture. Grassroots violence fostered and maintained the antagonism between Ulster Unionists and Irish Nationalists, which still divides contemporary politics. Over the past thirty years social scientists and particularly social historians have stressed the need to take popular protest seriously. The corollary of this, the need to take the policing of protest seriously, seems to have been less well acknowledged. The aim of this volume is to redress this situation by probing, in depth, a limited number of incidents of public disorder and focusing particularly on the role of the police. In doing so, this collection will draw out general patterns of police provocation and public responses and suggest general hypotheses. The incidents explored range across Europe and the United States, involve different kinds of political regime, and are drawn from both the interwar and the postwar years. They pose important questions about the effects of riot training and specialist equipment for the police, about the reality and roles of "agitators" and of "rotten apples" amongst the police, and about the role of the media and the courts in fostering certain kinds of undesirable and counterproductive police behavior.
