The Regional Agenda for Inclusive Social Development was adopted by the member States of the Economic Commission for Latin America and the Caribbean (ECLAC) at the third session of the Regional Conference on Social Development in Latin America and the Caribbean, held in Mexico City from 1 to 3 October 2019.The purpose of this Agenda is to support the implementation of the social dimension of the 2030 Agenda for Sustainable Development in Latin America and the Caribbean, especially in those areas linked to the mandates of the ministries of social development and equivalent entities. The achievements, opportunities and critical obstacles related to inclusive social development in the region have been taken into account in the preparation of this Agenda. Its proposals are guided by eight principles: (i) the rights-based approach as a normative principle; (ii) empowerment and autonomy; (iii) dignified life and progressive well-being; (iv) universalism that is sensitive to differences; (v) an approach based on redistribution and solidarity, with financial sustainability; (vi) a systemic perspective on sustainable development; (vii) high-quality public policies; and (viii) partnerships and social compacts to consolidate State policies. Within this framework, in order to achieve the targets proposed by the 2030 Agenda for Sustainable Development, the countries of the region, after a wide-ranging debate and receiving comments from civil society, have focused the Regional Agenda for Inclusive Social Development on 56 lines of action grouped along four axes of implementation: universal and comprehensive social protection systems; policies to promote social and labour inclusion; a strengthened social institutional framework; and regional cooperation and integration.

This book deals with the relevance of recognition and validation of non-formal and informal learning education and training, the workplace and society. In an increasing number of countries, it is at the top of the policy and research agenda ranking among the possible ways to redress the glaring lack of relevant academic and vocational qualifications and to promote the development of competences and certification procedures which recognise different types of learning, including formal, non-formal and informal learning. The aim of the book is therefore to present and share experience, expertise and lessons in such a way that enables its effective and immediate use across the full spectrum of country contexts, whether in the developing or developed world. It examines the importance of meeting institutional and political requirements that give genuine value to the recognition of non-formal and informal learning; it shows why recognition is important and clarifies its usefulness and the role it serves in education, working life and voluntary work; it emphasises the importance of the coordination, interests, motivations, trust and acceptance by all stakeholders. This report is the first of its kind to measure health service coverage and financial protection to assess countries' progress towards universal health coverage. It shows that at least 400 million people do not have access to one or more essential health services and 6% of people in low- and middle-income countries are tipped into or pushed further into extreme poverty because of health spending. Universal health coverage (UHC) means that all people receive the quality essential health services they need without being exposed to financial hardship. A significant number of countries at all levels of development are embracing the goal of UHC as the right thing to do for their citizens. It is a powerful social equalizer and contributes to social cohesion and stability. Every country has the potential to improve the performance of its health system in the main dimensions of UHC: coverage of quality services and financial protection for all. Priorities strategies and implementation plans for UHC will differ from one country to another. Enhanced and expanded monitoring of health under the Sustainable Development Goals (SDGs) should seek to build on that experience sharpening our focus on the key health service and financial protection interventions that underpin UHC. Effective UHC tracking is central to achieving the global goals for poverty alleviation and health improvement set by the World Bank Group and WHO. Without it policymakers and decision-takers cannot say exactly where they are or set a course for where they want to go. They cannot know whether they are focussing their efforts in the right areas or whether their efforts are making a difference. Monitoring is thus fundamental to the achievement of UHC objectives. It will also be vital to the realization of the SDGs. This report is a critical step to show how monitoring progress can be done telling us what the state of coverage of interventions and financial protection is and telling us where to focus most.

The countries of Latin America and the Caribbean face the great challenge of implementing the 2030 Agenda for Sustainable Development, seeking a new model of development based on equality, dual social and labour inclusion, eradication of poverty, environmental sustainability and economic growth. With this in mind, the member States of the Regional Conference on Social Development in Latin America and the Caribbean have undertaken to foster the construction of a regional agenda for inclusive social development.This document identifies and describes the critical obstacles that contribute to the existence and persistence of equality gaps, which in turn hinder achievement of inclusive social development. The obstacles are: deeply rooted poverty and vulnerability to poverty in the region; structural, unjust and inefficient inequalities and the culture of privilege; gaps in human capacity development and in access to basic services; deficits in decent work and uncertainties linked to technological changes in the world of work; still partial and unequal access to social protection; a social institutional framework that is still under construction; and insufficient social investment. To these obstacles must be added a set of emerging challenges, including different forms of violence; disasters and climate change; demographic, epidemiological and nutritional transitions; migration; and technological changes.

Aging is a challenge which countries in East Asia and Pacific (EAP) regions are grappling with or will soon confront. It raises many questions for policymakers ranging from potential macroeconomic impacts, to fiscal challenges of supporting pension, health and long-term care systems, and labor market implications as countries seek to promote productive aging. The urgency of the aging challenge varies across the region, but it will confront all EAP countries in time and early preparation is essential to avoid the missteps of other regions. Live Long and Prosper discusses the societal and public policy challenges and reform options for EAP countries as they address aging. It aims to strike a balance between aging optimists and pessimists. On the one hand, the impacts of aging on growth, labor markets and public spending are not the unavoidable catastrophe often feared. However, minimizing the downside risks of aging and ensuring healthy and productive aging will require proactive public policy, political leadership, and new mindsets across society. The report reviews the evidence on demographic transition in EAP and its potential macroeconomic impact. It addresses the current policy environment including pensions and social security, health, and long-term care and labor markets to assess the risks of 'business as usual'. It also suggests policy directions to promote healthy and productive aging in EAP, and emphasizes that aging is not just about older people, but requires policy and behavioral change across the life cycle.
