How local, specific, and personal understandings about belonging, ownership, and agency intersect with law to shape the city. In Owning the Street, Amelia Thorpe examines everyday experiences of and feelings about property and belonging in contemporary cities. She grounds her account in an empirical study of PARK(ing) Day, an annual event that reclaims street space from cars. A popular and highly recognizable example of DIY Urbanism, PARK(ing) Day has attracted considerable media attention, but has not yet been the subject of close scholarly examination. Focusing on the event's trajectories in San Francisco, Sydney, and Montreal, Thorpe addresses this gap, making use of extensive interview data, field work, and careful reflection to explore these tiny, temporary, and often transformative interventions. PARK(ing) Day is based on a creative interpretation of the property producible by paying a parking meter. Paying a meter, the event’s organizers explained, amounts to taking out a lease on the space; while most “lessees” use that property to store a car, the space could be put to other uses—engaging politics (a free health clinic for migrant workers, a same sex wedding, a protest against fossil fuels) and play (a dance floor, giant Jenga, a pocket park). Through this novel rereading of everyday regulation, PARK(ing) Day provides an example of the connection between belief and action—a connection at the heart of Thorpe’s argument. Thorpe examines ways in which local, personal, and materially grounded understandings about belonging, ownership, and agency intersect with law to shape the city. Her analysis offers insights into the ways in which citizens can shape the governance of urban space, particularly in contested environments. Longstanding and resilient local ideas of property and practices of inheritance control the destinies of those living in Bearn, a region of south-west France in the foothills of the French Pyrenees. Based on extensive fieldwork and archival research that combines ethnography and intellectual history, this book explores these long-term continuities of a particular way of life within a broad framework. These local ideas have found expression twice at the national level: first, in sociological arguments proposed by Frederique Le Play about the family that shaped debates on social reform and the repair of national identity in the last third of the nineteenth century-debates that would play a part in subsequent European thought and in contemporary European social policy. Second, they fed into late twentieth-century sociological categories through the influential work of Pierre Bourdieu. In Colonial Lives of Property Brenna Bhandar examines how modern property law contributes to the formation of racial subjects in settler colonies and to the development of racial capitalism. Examining both historical cases and ongoing processes of settler colonialism in Canada, Australia, and Israel and Palestine, Bhandar shows how the colonial appropriation of indigenous lands depends upon ideologies of European racial superiority as well as upon legal narratives that equate civilized life with English concepts of property. In this way, property law legitimates and rationalizes settler colonial practices while it racializes those deemed unfit to own property. Russian novels, poetry and ballet put the country squarely in the European family of cultures and yet there is something different about this country, especially in terms of its political culture. What makes Russia different? Maxim Trudolyubov uses private property as a lens to highlight the most important features that distinguish Russia as a political culture. In many Western societies, private property has acted as the private individual’s bulwark against the state; in Russia, by contrast, it has mostly been used by the authorities as a governance tool. Nineteenth-century Russian liberals did not consider property rights to be one of the civil causes worthy of defending. Property was associated with serfdom, and even after the emancipation of the serfs the institution of property was still seen as an attribute of retrograde aristocracy and oppressive government. It was something to be destroyed – and indeed it was, in 1917. Ironically, it was the Soviet Union that, with the arrival of mass housing in the 1960s, gave the concept of private ownership a good name. After forced collectivization and mass urbanization, people were yearning for a space of their own. The collapse of the Soviet ideology allowed property to be called property, but not all properties were equal. You could own a flat but not an oil company, which could be property on paper but not in reality. This is why most Russian entrepreneurs register their businesses in offshore jurisdictions and park their money abroad. This fresh and highly original perspective on Russian history will be of great interest to anyone who wants to understand Russia today.
