The report is organised into nine chapters. The first chapter gives an account of the forestry situation in West and Central Africa, with emphasis on vegetation distribution and factors affecting forest management. Chapters 2 and 3 highlight past and present silvicultural and forest management practices and also consider management control systems. The relevance of biodiversity and the role of non-timber forest products are explored in Chapter 4. Inter-generational issues, socio-economic factors influencing sustainable forest management, and the relevance of policies and legislation are addressed in Chapters 5, 6 and 7. Chapter 8 outlines strategies and incentives which might be adopted to promote sustainable forest management. The report concludes with suggestions for research which could be undertaken to fill gaps in knowledge which became apparent in the course of this project.

While previous studies focus on lack of enforcement of forest laws, poverty, and ecological values of forest dependent people, coherent studies on people’s motivations for forest illegalities and non-compliance behavior remain scanty. Emmanuel Ametepeh argues that the systematic analysis of cause-and-effect patterns related to forest management measures and policies through the lenses of the Forest Transition Theory uncovers severe limitations. The resulting multi-complex stress factors adversely impact and hence manifest in the form of deviant compliance behavior (“syndrome”) in the management endeavor of forest-fringe people. The Author shows that motivations for forest illegalities and associated non-compliance behavior is largely an outcome of adverse experiences forest people have been subjected to as a result of historical and contemporary neglects and marginalization in the management endeavor.

The US5.5 million dollars DGM Ghana country project focuses on strengthening knowledge and practices of targeted local communities in REDD+ processes and sustainable forest management. In implementation since 2018, with 212 subprojects either in implementation or completed, there are ample opportunities for detailed examination of specific subprojects. This can offer insight the issue of whether, and how, DGM projects are influencing women’s participation and leadership on the ground and provide some indication of the extent to which the project may be influencing broader social and gender norms at the community or regional level. This case study provides primary information to supplement and inform the DGM Gender Study, which seeks to analyze the contribution of the DGM project to promoting women’s economic achievement, access to and control over productive assets, voice, and agency. For the last two decades the loss of, in particular, tropical rainforest has alarmed the public in the developed parts of the world. The debate has been characterised by a lack of understand ing of the causes and effects of the process, leading to the prevailing reaction being unquali fied condemnation. Such attitude has even been observed among scientists, claiming suprem acy to biodiversity conservation. Many scientific analyses are available, but the basis for so ber debates and appropriate actions is still highly insufficient. Two recent international initia tives! will hopefully lead to improved knowledge of deforestation and forest degradation as they recognise the need for studies to critically investigate those issues. This book will pro vide useful input to the initiatives. In my opinion, the scientific analyses have not sufficiently promoted the understanding that the fate of tropical forests is first and foremost a concern of the governments of the countries in which the forests are situated. Tropical forests may be important to the global environment and their rich biodiversity may be a human heritage. But their main importance is their poten tial contribution to improving livelihood in the countries in question.
