Excerpt from Proceedings of a Conference of Federal and State Representatives to Consider Plans for the Eradication of the Cattle Tick: Helt at Nashville, Tenn; December 5 and 6, 1906 Ten counties injthe northern part of the State and three in the southern part have been agreed upon as working ground for the next Season. Virginia. - The cooperation has been between the State board of control and its veterinarian and the county authorities on the one hand, and the Bureau force, averaging about nine inspectors and four agents, on the other. The working force of the State has been forty one local inspectors, whose employment has ranged from two weeks to three months each. The work was confined largely to eleven counties, though some inspections were made and some educational work was done in five other counties preliminary to next season's operations. The manner of the inspection has been to make a farm to-farm canvass of the live stock, usually with the local inspector, and, if premises were infected, to ascertain if they were quarantined, and if not, to report the fact to the local inspectors. Such places were thereafter revisited periodically to see if disinfection was being properly accomplished, and in most cases it was found that this was being done. The number of cattle. This first full-length study of the cattle tick eradication program in the United States offers a new perspective on the fate of the yeomanry in the twentieth-century South during a period when state and federal governments were both increasing and centralizing their authority. As Claire Strom relates the power struggles that complicated efforts to wipe out the Boophilus tick, she explains the motivations and concerns of each group involved, including large- and small-scale cattle farmers, scientists, and officials at all levels of government. In the remote rural South--such as the piney woods of south Georgia and north Florida--resistance to mandatory treatment of cattle was unusually strong and sometimes violent. Cattle often ranged free, and their owners raised them mostly for local use rather than faraway markets. Cattle farmers in such areas, shows Strom, perceived a double threat in tick eradication mandates. In addition to their added costs, eradication schemes, with their top-down imposition of government expertise, were anathema to the yeomanry’s notions of liberty. Strom contextualizes her southern focus within the national scale of the cattle industry, discussing, for instance, the contentious place of cattle drives in American agricultural history. Because Mexico was the primary source of potential tick reinfestation, Strom examines the political and environmental history of the Rio Grande, giving the book a transnational perspective. Debates about the political and economic culture of small farmers have tended to focus on earlier periods in American history. Here Strom shows that pockets of yeoman culture survived into the twentieth century and that these communities had the power to block (if only temporarily) the expansion of the American state.

Over sixty percent of all infectious human diseases, including tuberculosis, influenza, cholera, and hundreds more, are shared with other vertebrate animals. Arresting Contagion tells the story of how early efforts to combat livestock infections turned the United States from a disease-prone nation into a world leader in controlling communicable diseases. Alan Olmstead and Paul Rhode show that many innovations devised in the fight against animal diseases, ranging from border control and food inspection to drug regulations and the creation of federal research labs, provided the foundation for modern food safety programs and remain at the heart of U.S. public health policy. America’s first concerted effort to control livestock diseases dates to the founding of the Bureau of Animal Industry (BAI) in 1884. Because the BAI represented a milestone in federal regulation of commerce and industry, the agency encountered major jurisdictional and constitutional obstacles. Nevertheless, it proved effective in halting the spread of diseases, counting among its early breakthroughs the discovery of Salmonella and advances in the understanding of vector-borne diseases. By the 1940s, government policies had eliminated several major animal diseases, saving hundreds of thousands of lives and establishing a model for eradication that would be used around the world. Although scientific advances played a key role, government interventions did as well. Today, a dominant economic ideology frowns on government regulation of the economy, but the authors argue that in this case it was an essential force for good.
