In early 1961, the IFO-Institut fUr Wirtschaftsforschung (Institute for Economic Research) established an "African Studies Centre" to conduct research into the economic and political problems of developing countries, with special reference to African nations south of the Sahara. Its activities are not confined to the field of economics. The emphasis is on inter-disci plinary cooperation and synthesis. Within the framework of the East Afri can Research Programme, which is supported by the Fritz Thyssen Foun dation, agricultural, sociological and legal studies have appeared or are in progress. In the field of economics, problems of economic planning are among the subjects receiving particular attention. Two issues of "Afrika Studien" deal with institutions and instruments of planning: N. AHMAD/ E. BECHER: Entwiddungsbanken und -gesellschaften in Tropisch Afrika (Development Banks and Companies in Tropical Africa), Afrika-Studien No. 1, and: R. GUSTEN/H. HELMSCHROTT: Volkswirtschaftliche Gesamtrech nungen in Tropisch Afrika (National Accounts in Tropical Africa), Afrika Studien No. 3. It is hoped that a comprehensive review of methods and results of economic planning in East Africa will be forthcoming in this series in the course of 1967. The present study was made subsequent to investigations conducted by a research team under my guidance in 1961/62; the author of this study, ROLF GUSTEN, was a member of this team.

This paper studies the impact of the level and volatility of the commodity terms of trade on economic growth, as well as on the three main growth channels: total factor productivity, physical capital accumulation, and human capital acquisition. We use the standard system GMM approach as well as a cross-sectionally augmented version of the pooled mean group (CPMG) methodology of Pesaran et al. (1999) for estimation. The latter takes account of cross-country heterogeneity and cross-sectional dependence, while the former controls for biases associated with simultaneity and unobserved country-specific effects. Using both annual data for 1970-2007 and five-year non-overlapping observations, we find that while commodity terms of trade growth enhances real output per capita, volatility exerts a negative impact on economic growth operating mainly through lower accumulation of physical capital. Our results indicate that the negative growth effects of commodity terms of trade volatility offset the positive impact of commodity booms; and export diversification of primary commodity abundant countries contribute to faster growth. Therefore, we argue that volatility, rather than abundance per se, drives the "resource curse" paradox.

The paper reviews the experience of financial reforms in Sudan with a view to assessing their macroeconomic impact and to shedding light on the question why such reforms have not yet brought about visible improvements in financial intermediation. The paper concludes that regardless of the progress achieved in recent years, deficiencies in the reform design, institutional weaknesses, shallow financial markets, shortcomings of the Islamic mode of finance, and strong seasonality remain key factors that constrain financial intermediation. Additional efforts, in particular in bank restructuring, credit instrument design, monetary policy management, and prudential regulation are needed to address the systemic problems of the financial sector and to make it capable of supporting private sector growth.
