Worldwide privatization has expanded rapidly but in the Middle East and North Africa (MENA) region progress has been markedly slow. The two main obstacles to privatization in the MENA region are seen to be the high level of overstaffing in public enterprises and the inability of economies to create jobs fast enough. This volume is divided into two parts. The first addresses key issues of an institutional and political economy nature to explain pressures for and against state-owned enterprise (SOE) reform and privatization. The second part of the book presents empirical studies of Egypt, Jordan, Sudan, and Turkey to illustrate the specific roles played by the state and by interest groups in the pace of SOE reform, as well as to analyze the negative impact on productivity and financial performance on an inflated public sector. The conclusions drawn from these studies are that social protection and effective labor redundancy policies should be addressed prior to privatization, and that there is a prerequisite for increased private sector investment in SOEs to accelerate MENA's integration with the world economy via trade-related programs and infrastructure.

The recent influx of Syrian refugees into Jordan and Lebanon has stimulated domestic political action against these countries' governments. This is the dramatic argument at the heart of Anne Marie Baylouny's When Blame Backfires. Baylouny examines the effects on Jordan and Lebanon of hosting huge numbers of Syrian refugees. How has the populace reacted to the real and perceived negative effects of the refugees? In thought-provoking analysis, Baylouny shows how the demographic changes that result from mass immigration put stress on existing problems in these two countries, worsening them to the point of affecting daily lives. One might expect that, as a result, refugees and minorities would become the focus of citizen anger. But as When Blame Backfires demonstrates, this is not always the case. What Baylouny exposes, instead, is that many of the problems that might be associated with refugees are in fact endemic to the normal routine of citizens' lives. The refugee crisis exacerbated an already dire situation rather than created it, and Jordanians and Lebanese started to protest not only against the presence of refugees but against the incompetence and corruption of their own governments as well. From small-scale protests about goods and public services, citizens progressed to organized and formal national movements calling for economic change and rights to public services not previously provided. This dramatic shift in protest and political discontent was, Baylouny shows, the direct result of the arrival of Syrian refugees.

Indeed, a sector that was once thought to be a major contributor of economic growth and political stability, one that had unquestionably been left crippled and exhausted by the seventeen years of civil strife, had now begun to reveal its ineptitude and incompetence.--Consequently, this has led to the questioning, even the reassessment of the size and scope of government regarding the structures, procedures and delivery mechanisms. This in turn, has given rise to a great deal of literature along with their respective "theories* claiming to provide a 'remedy' for the existing bureaucratic pathologies. Why have social spending levels and social policy trajectories diverged so drastically across labour-abundant Middle Eastern and North African regimes? And how can we explain the marked persistence of spending levels after divergence? Using historical institutionalism and a mix of qualitative and quantitative methods Social Dictatorships: The Political Economy of the Welfare State in the Middle East and North Africa develops an explanation of social spending in authoritarian regimes. It emphasizes the importance of early elite conflict and attempts to form a durable support coalition under the constraints imposed by external threats and scarce resources. Social Dictatorships utilizes two in-depth case studies of the political origins of the Tunisian and Egyptian welfare state to provide an empirical overview of how social policies have developed in the region, and to explain the marked differences in social policy trajectories. It follows a multi-level approach tested comparatively at the cross-country level and process-traced at micro-level by these case studies.
