Prisoner resettlement is high on current political and policy agendas. The high reconviction rates of ex-prisoners have been acknowledged for many years but the rapidly rising prison population has meant that more prisoners than ever before are released. This together with the pressure this puts on to the infrastructure of the prison estate and the publication of two influential reports which highlighted the problems faced by prisoners leaving prison has concentrated attention on attempts to ensure that prisoners do not return to prison once released. The resettlement of prisoners is now a priority policy area linked directly to Government initiatives to reduce reoffending. Questions regarding how to improve the transitional phase from prison to life in society after release have gained major importance in the last decade in criminal policy. All over the world release preparation and resettlement practice are discussed with the aim to reduce negative effects of imprisonment and re-offending rates. Forced Mobility of EU Citizens is a critical evaluation from an empirical perspective of existing practices of the use of transnational criminal justice instruments within the European Union. Such instruments include the European Arrest Warrant (EAW), prisoner transfer procedures and criminal law-related deportations. The voices and experiences of people transferred across internal borders of the European Union are brought to the fore in this book. Another area explored is the scope and value of EU citizenship rights in light of cooperation not just between judicial authorities of EU Member States, but criminal justice systems in general, including penitentiary institutions. The number of older prisoners is now very high and is likely to remain so - partly caused by the increase in convictions for historic sexual offences. The growth of the older prison population and the severity of the needs of that population, warrant a national strategy in order to provide for them effectively. Older and disabled prisoners should no longer be held in institutions which cannot meet their basic needs nor should they be released back into the community without adequate support. There are some excellent prison officers and charity workers who are providing essential social care but an ad hoc system means that too often older prisoners have to rely on the goodwill of officers and their fellow inmates to fulfill the most basic of care needs. The responsibility to adapt the prison environment so that it suits less able prisoners lies with a prison's senior management team and the National Offender Management Service (NOMS). NOMS should conduct a comprehensive analysis of prisons' physical compliance with disability discrimination and age equality laws. The Committee does not believe there is a need for the expansion of segregated older prisoner units or wings. However, NOMS should ensure all prisons have an older prisoner policy that provides age and ability specific regimes. Furthermore older prisoners who are released after a long period of incarceration must have a resettlement and care plan. At present older prisoners are frequently released to no fixed abode undermining all work that has been made towards resettlement

After a year in which prisons held a record number of prisoners, the prison system remains under pressure, and important lessons must be learnt if prisons are to be safe and effective. Despite sustained and chronic pressure, the report recognises progress over the past year. Overall, the Inspectorate's assessments of prisons inspected last year were more positive than those of prisons inspected the previous year, particularly in resettlement work. The number of self-inflicted deaths also decreased last year. The Chief Inspector identifies a number of warning signs, and new concerns: growing concerns about safety, particularly in dispersal prisons and young offender institutions, and rates of self-harm among women; unsuitable, cramped or unhygienic accommodation in some prisons; difficulties in complying with duties under the Disability Discrimination Act, and other equality duties; low activity levels in too many training prisons; the growing problem of alcohol misuse and the limited investment in this in prisons or the community; the potential effect of the recession on prisoners' employment and resettlement prospects. The report also refers to the inspection of immigration detention and the new inspection programme on police custody. Immigration removal centres were, on the whole, less safe and respectful than those inspected last year, though activity and welfare support had improved. The detention of children remains a major concern and is ripe for review. Inspections of police custody, jointly with the Inspectorate of Constabulary, have confirmed much good practice, but also revealed some deficiencies.

The Impact of COVID-19 on Prison Conditions and Penal Policy presents the results of a worldwide exchange of information on the impact of COVID-19 in prisons. It also focuses on the human rights questions that have been raised during the pandemic, relating to the treatment of prisoners in institutions for both juveniles and adults worldwide. The first part brings together the findings and conclusions of leading prison academics and practitioners, presenting national reports with information on the prison system, prison population rates, how COVID-19 was and is managed in prisons, and its impact on living conditions inside prisons and on reintegration programmes. Forty-four countries are covered – many in Europe, but also Argentina, Brazil, Chile, Colombia, Perú, Costa Rica, Canada, the USA, Kenya, South Africa, China, India, Japan, Australia and New Zealand. In the second part, thematic chapters concentrate explicitly on the impact of the pandemic on the application of international human rights standards in prisons and on worldwide prison population rates. The book concludes by drawing out the commonalities and diverging practices between jurisdictions, discussing the impact of measures introduced and reflecting on what could be learnt from policies that emerged during the pandemic. Particular attention is paid to whether "reductionist" strategies that emerged during the pandemic can be used to counteract mass incarceration and prison overcrowding in the future. Although the book reflects the situation until mid 2021, after the second and during the third wave of the pandemic, it is highly relevant to the current situation, as the living conditions in prisons did not change significantly during the following waves, which showed high infection rates (in particular in the general population), but increased vaccination rates, too.
