The emergence of severe acute respiratory syndrome (SARS) in late 2002 and 2003 challenged the global public health community to confront a novel epidemic that spread rapidly from its origins in southern China until it had reached more than 25 other countries within a matter of months. In addition to the number of patients infected with the SARS virus, the disease had profound economic and political repercussions in many of the affected regions. Recent reports of isolated new SARS cases and a fear that the disease could reemerge and spread have put public health officials on high alert for any indications of possible new outbreaks. This report examines the response to SARS by public health systems in individual countries, the biology of the SARS coronavirus and related coronaviruses in animals, the economic and political fallout of the SARS epidemic, quarantine law and other public health measures that apply to combating infectious diseases, and the role of international organizations and scientific cooperation in halting the spread of SARS. The report provides an illuminating survey of findings from the epidemic, along with an assessment of what might be needed in order to contain any future outbreaks of SARS or other emerging infections.

The central argument of Edward Said’s Orientalism is that the relationship between Britain and its colonies was primarily oppositional, based on contrasts between conquest abroad and domestic order at home. Saree Makdisi directly challenges that premise in Making England Western, identifying the convergence between the British Empire’s civilizing mission abroad and a parallel mission within England itself, and pointing to Romanticism as one of the key sites of resistance to the imperial culture in Britain after 1815. Makdisi argues that there existed places and populations in both England and the colonies that were thought of in similar terms—for example, there were sites in England that might as well have been Arabia, and English people to whom the idea of the freeborn Englishman did not extend. The boundaries between “us” and “them” began to take form during the Romantic period, when England became a desirable Occidental space, connected with but superior to distant lands. Delving into the works of Wordsworth, Austen, Byron, Dickens, and others to trace an arc of celebration, ambivalence, and criticism influenced by these imperial dynamics, Makdisi demonstrates the extent to which Romanticism offered both hopes for and warnings against future developments in Occidentalism. Revealing that Romanticism provided a way to resist imperial logic about improvement and moral virtue, Making England Western is an exciting contribution to the study of both British literature and colonialism.

In this paper the Government announces an increase in capital spending plans by £3 billion a year, from 2015, which means an additional £18 billion of investment over the next parliament. The Government is taking a long-term approach to infrastructure, to overcome decades of short-term decision making and uncertainty in funding, financing and failures in delivery. Plans include over £70 billion of investment in transport, over £20 billion in schools and £10 billion in science, housing and flood defences. Specific commitments include funding for HS2, the biggest programme of investment in roads since the 1970s, and superfast broadband provision will be expanded so 95 per cent of UK premises will have access to superfast broadband by 2017.Action is being taken to provide the support needed to enable up to £100 billion of private sector energy investment, including through the further roll-out and extension of the UK guarantees scheme. The manufacturing sectors most heavily involved in selling to Government include food, paper and printing, pharmaceuticals, construction products, aerospace and environmental technology. Following on from two previous Committee reports which have examined issues of concern to the UK manufacturing industry (relating to skills shortages in UK manufacturing industries (HCP 493-I, session 2006-07, ISBN 9780215033970) and government support for exporters (HCP 557, session 2006-07, ISBN 9780215034380)), this report focuses on whether the rules and practices relating to procurement of goods and services by public authorities hinder or help UK manufacturers in obtaining public contracts. The report argues that the Office of Government Commerce (OGC) should have powers to enforce the implementation of best practice guidance on procurement policy, and recommends that OGC guidance on the use of public procurement to further social policy and equality aims does not go far enough and should be reviewed. It also highlights the need for better trained and higher quality procurement officials throughout the public service, supported by floating teams of experts in particular procurement areas.
