This study is an English translation of Gendai kinken shi (The Power of Money inModern Japanese History), written in Japanese by Yamaji Aizan (1865-1917) and published as abook in 1908 by Hattori Shoten and Bunsendō. Yamaji Aizan was one of the most influentialintellectual figures during the Meiji period. Born as the son of samurai, he became a journalist,wrote many articles and books that shaped the public sphere in a variety of fields such as politics,economy, and current events. In Gendai kinken shi, Yamaji details the history of modern Japan,especially the relationship between politics and the fugō, the rich men who emerged during theMeiji government's promotion of industry. He describes how these fugō (e.g., Iwasaki Yatarō,the founder of the Mitsubishi zaibatsu, a financial conglomerate) developed political connections,ultimately controlling politics and arguably having more power than politicians themselves.Yamaji critiques these fugō, characterizing them as modern Japan's new daimyo or feudal lords.He argues that fugō should spend their money on behalf of the common people, not onthemselves, and that this must be accomplished through an intervention of the government. Thisis what Yamaji calls, "a unit of community" (seikatsu kyōdōtai). Gendai kinken shi is a pioneerwork of economics and a classic text regarding the theory of the fugō during the Meiji period.While Yamaji is an important figure in the history of modern Japan, the English-languageliterature written discussing his contribution to Japan's intellectual and economic history arelimited, with very few English translations of his original works. This study seeks to restore thiscritical voice to the English-language historiography of the economic theory and intellectualhistory of Meiji Japan by providing Western scholars with an English translation of YamajiAizan's influential work, Gendai kinken shi.

The kinds of punishment used in a society have long been considered an important criterion in judging whether a society is civilized or barbaric, advanced or backward, modern or premodern. Focusing on Japan, and the dramatic revolution in punishments that occurred after the Meiji Restoration, Daniel Botsman asks how such distinctions have affected our understanding of the past and contributed, in turn, to the proliferation of new kinds of barbarity in the modern world. While there is no denying the ferocity of many of the penal practices in use during the Tokugawa period (1600-1868), this book begins by showing that these formed part of a sophisticated system of order that did have its limits. Botsman then demonstrates that although significant innovations occurred later in the period, they did not fit smoothly into the "modernization" process. Instead, he argues, the Western powers forced a break with the past by using the specter of Oriental barbarism to justify their own aggressive expansion into East Asia. The ensuing changes were not simply imposed from outside, however. The Meiji regime soon realized that the modern prison could serve not only as a symbol of Japan's international progress but also as a powerful domestic tool. The first English-language study of the history of punishment in Japan, the book concludes by examining how modern ideas about progress and civilization shaped penal practices in Japan's own colonial empire.

Innovation in money is just as important as innovation in any other sphere of activity; money is always a “work in progress.” In fact, history shows societies have tried out a wide diversity of monetary arrangements. Ideas about money have played key roles at crucial turning points in world history and during national histories. Recently, a new global money space has been created, a joint venture between the public and private sector. This book explores the new money society that has grown up to inhabit this new space. The book has several aims: Firstly, the book shows how beliefs about money, as well as attitudes and values towards it, have varied between societies and over time, and specifically how they have changed over the modern era. Secondly, the book shows the powerful effects that changing ideas have had on events, including wars and revolutions, recessions, booms and financial crises. Thirdly, the book recounts the creation of a global money space, dated to the last quarter of the 20th century, and explores its features. Fourthly, the book describes some characteristics of the new money society that inhabits the global money space. Fifthly, the book shows how each society, and indeed successive generations of the same society, has made its own unique arrangements to govern money – i.e. how it comes to terms with the power of money. The author argues that we need to develop a new arrangement now and suggests that we have much to learn from recent creative work in a number of fields ranging from the sociology of money to contemporary art. This approach sheds new light on a number of controversial issues, including the rise of crony capitalism, growing social divisions, currency wars, and asset price bubbles.

This book theoretically and empirically investigates the emergence of strong money demand in wartime Japan (1937–1945), its disappearance after the end of the war (1945–1949), and the reemergence of strong money demand in contemporary Japan (from 1995 to the present) in terms of the effects on fiscal activities and the price level. An augmented fiscal/monetary theory of the price level is constructed from a close examination of the strong money demand present in these periods. Then, profoundly puzzling phenomena such as mild deflation despite monetary expansion, low long-term interest rates despite fiscal unsustainability, and weak aggregate demand despite near-zero rates of interest, all of which are actually being observed in contemporary Japan, can now be interpreted in line with the above augmented theory. In the present, strong money demand at near-zero rates endows the Japanese government with maximum fiscal flexibility. However, if it disappeared for some reason, prices would surge to the quantity theory of money level, and fiscal sustainability would have to be restored. In the future, alternative currency units issued by private banks might carry out a purge of such strong demand for the yen.

Violence and democracy may seem fundamentally incompatible, but the two have often been intimately and inextricably linked. In Ruffians, Yakuza, Nationalists, Eiko Maruko Siniawer argues that violence has been embedded in the practice of modern Japanese politics from the very inception of the country's experiment with democracy. As soon as the parliament opened its doors in 1890, brawls, fistfights, vandalism, threats, and intimidation quickly became a fixture in Japanese politics, from campaigns and elections to legislative debates. Most of this physical force was wielded by what Siniawer calls "violence specialists": ruffians and yakuza. Their systemic and enduring political violence-in the streets, in the halls of parliament, during popular protests, and amid labor strife-ultimately compromised party politics in Japan and contributed to the rise of militarism in the 1930s. For the post-World War II years, Siniawer illustrates how the Japanese developed a preference for money over violence as a political tool of choice. This change in tactics signaled a political shift, but not necessarily an evolution, as corruption and bribery were in some ways more insidious, exclusionary, and undemocratic than violence. Siniawer demonstrates that the practice of politics in Japan has been dangerous, chaotic, and far more violent than previously thought. Additionally, crime has been more political. Throughout the book, Siniawer makes clear that certain yakuza groups were ideological in nature, contrary to the common understanding of organized crime as nonideological. Ruffians, Yakuza, Nationalists is essential reading for anyone wanting to comprehend the role of violence in the formation of modern nation-states and its place in both democratic and fascist movements.
