This book examines the causal impact of ideology through a comparative-historical analysis of three cases of 'post-imperial democracy': the early Third Republic in France (1870–86); the Weimar Republic in Germany (1918–34); and post-Soviet Russia (1992–2008). Hanson argues that political ideologies are typically necessary for the mobilization of enduring, independent national party organizations in uncertain democracies. By presenting an explicit and desirable picture of the political future, successful ideologues induce individuals to embrace a long-run strategy of cooperation with other converts. When enough new converts cooperate in this way, it enables sustained collective action to defend and extend party power. Successful party ideologies thus have the character of self-fulfilling prophecies: by portraying the future polity as one organized to serve the interests of those loyal to specific ideological principles, they help to bring political organizations centered on these principles into being.

Political wisdom holds that the political boundaries of a state necessarily coincide with a nation's perceived cultural boundaries. Today, the sociocultural diversity of many polities renders this understanding obsolete. This volume provides the framework for the state-nation, a new paradigm that addresses the need within democratic nations to accommodate distinct ethnic and cultural groups within a country while maintaining national political coherence. First introduced briefly in 1996 by Alfred Stepan and Juan J. Linz, the state-nation is a country with significant multicultural—even multinational—components that engenders strong identification and loyalty from its citizens. Here, Indian political scholar Yogendra Yadav joins Stepan and Linz to outline and develop the concept further. The core of the book documents how state-nation policies have helped craft multiple but complementary identities in India in contrast to nation-state policies in Sri Lanka, which contributed to polarized and warring identities. It is a notable irony that as democracy replaces other forms of governing throughout the world, citizens of the most established and prosperous democracies (the United States and Canada, Western European nations, and Japan) increasingly report dissatisfaction and frustration with their governments. Here, some of the most influential political scientists at work today examine why this is so in a volume unique in both its publication of original data and its conclusion that low public confidence in democratic leaders and institutions is a function of actual performance, changing expectations, and the role of information. The culmination of research projects directed by Robert Putnam through the Trilateral Commission and the American Academy of Arts and Sciences, these papers present new data that allow more direct comparisons across national borders and more detailed pictures of trends within countries than previously possible. They show that citizen disaffection in the Trilateral democracies is not the result of frayed social fabric, economic insecurity, the end of the Cold War, or public cynicism. As a nation makes the transition from communism to democracy or another form of authoritarianism, its regime must construct not only new political institutions, but also a new political ideology that can guide policy and provide a sense of mission. The new ideology is crucial for legitimacy at home and abroad, as well as the regime’s long-term viability. In The Return of Ideology, Cheng Chen compares post-communist regimes, with a focus on Russia under Putin and post-Deng China, investigating the factors that affect the success of an ideology-building project and identifies the implications for international affairs. Successful ideology-building requires two necessary—but not sufficient—conditions. The regime must establish a coherent ideological repertoire that takes into account the nation’s ideological heritage and fresh surges of nationalism. Also, the regime must attract and maintain a strong commitment to the emerging ideology among the political elite. Drawing on rich primary sources, including interviews, surveys, political speeches, writings of political leaders, and a variety of publications, Chen identifies the major obstacles to ideology-building in modern Russia and China and assesses their respective long-term prospects.
