Load Tracking is used to quantify losses at stages along the distribution chain or losses related to specific activities, such as fishing, transport, processing and marketing. Key data related to the cause and effects of losses from an IFLAM study are validated using the QLAM before any suitable intervention is introduced. A combination of the IFLAM, LT and QLAM could then be used to monitor and evaluate the effects of an intervention. Illustrative examples and case studies are presented to facilitate the uptake and use of the methods in systematic fish loss assessment. This fieldwork tool also enlightens the extension officer on how to communicate the data from the assessments and the design of loss reduction interventions to help policy-planners and decision-makers understand important issues facing fishing communities.

The SSF Guidelines recognize the right of fishers and fishworkers, acting both individually and collectively, to improve their livelihoods through value chains, post-harvest operations and trade. To achieve this, the Guidelines recommend building capacity of individuals, strengthening organizations and empowering women; reducing post-harvest losses and adding value to small-scale fisheries production; and facilitating sustainable trade and equitable market access. This document includes nine studies showcasing applied practices and successful initiatives in support of enhancing small-scale fisheries value chains, post-harvest operations and trade, based on the recommendations contained in the SSF Guidelines. Cases presented have been chosen on the basis that they can be emulated elsewhere by small-scale fishery proponents including, but not limited to, national administrations, non-governmental organizations, civil society organizations, private enterprises, development agencies and intergovernmental bodies. An analysis of enabling conditions as well as related challenges and opportunities are discussed in each case. The document supports the 2030 Agenda for Sustainable Development – specifically SDG 14.b: “provide access for small-scale artisanal fishers to marine resources and markets”; and SDG 2.3: “by 2030 double the agricultural productivity and the incomes of small-scale food producers, particularly women, indigenous peoples, family farmers, pastoralists and fishers, including through secure and equal access to land, other productive resources and inputs, knowledge, financial services, markets and opportunities for value addition and non-farm employment”.

The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) represent the first ever international instrument dedicated to small-scale fisheries. They represent a global consensus on principles and guidance for small-scale fisheries governance and development. They were developed for small-scale fisheries in close collaboration with representatives of small-scale fisheries organizations in a participatory process between 2011-13, involving over 4000 stakeholders; facilitated by FAO, based on a mandate by COFI. This manual aims at providing practical guidance on how to achieve gender-equitable small-scale fisheries in the context of the implementation of the SSF Guidelines. Women play a key role, in particular in post-harvest activities relating to processing, marketing and trade, but their role remains undervalued. Within the broader context of the FAO Blue Growth Initiative, this publication therefore contributes to SP 1 Outcome 101 - Member countries and their development partners make explicit poli tical commitments in the form of policies, investment plans, programmes, legal frameworks and the allocation of necessary resources to eradicate hunger, food insecurity and malnutrition. The target audience for this manual is twofold: (i) policy makers/public administrations working on small-scale fisheries will be informed about ways to ensure gender-sensitive policies, investments and small-scale fisheries sector support, (ii) CSOs/Fisheries organizations will receive guidance on how to active ly support the empowerment of women in small-scale fisheries. Following the capacity development workshop of national loss assessment team members, held in Jakarta, Indonesia from 29-30 September 2014, four post-harvest fish loss assessment studies were conducted between October 2014 and September 2015. Muara Angke was the first case study, which combined capacity building of the research team with application of the loss assessment process to familiarize with the tools that were subsequently applied to wider fishing locations in Java: gillnet fisheries in Tegal, Central Java; gillnet fisheries Gunung Kidul, Yogyakarta, and small pelagic processed fish in Brondong, East Java.

Field work recently carried out in five sub-Saharan Africa (Ghana, Kenya, Mali, Tanzania and Uganda) indicates that post-harvest fish losses in small-scale fisheries occur at all stages in the fish supply chain from capture to consumer. This technical paper, as support to the framework of the regional post-harvest loss assessment (PHLA) programme in small-scale fisheries in Africa aimed at improving the utilisation, safety and quality of fishery products, presents the findings, lessons learned and key achievements of the field studies. The paper underlines the need for governments and development agencies to ensure that changes in post-harvest fisheries-related policy and practices take stock of the loss assessment tools, information generated and experience of the programme and recommends that fish loss assessments should be incorporated into national data collection systems and used to regularly inform policy.

The third and main section of the document discusses ways of increasing the contribution of small-scale fisheries to poverty alleviation and food security through nine main entry points. First, the paper revisits conventional fisheries policies and legislation and makes suggestions on how those can be made more pro-poor. Next, the paper emphasizes the importance of capacity building and highlights how cross-sectoral interventions can greatly improve the livelihoods of fish-dependent communities. The paper then proposes a series of broad pro-poor or pro-small-scale fisheries principles, before discussing in greater detail three of the main management instruments adopted in fisheries: (i) property right approaches; (ii) co-management; and (iii) protected areas.
